Presently, the daytime magistrate uses an office in the courthouse, which is closed when the courthouse is locked. The other magistrates are located in the jail, site said, which is improper. Magistrates' offices should not be a part of any law enforcement agency, she told the board. The board discussed several possible offices, but delayed-<any decision. Other Business In the meeting that lasted until mid-afternoon, the commissioners appropriated $28,5(>2.'>3 for the purchase of landfill equipment, certified Stonewall fire department personnel for death benefits, and authorized the expenditure of $150 from the county development budget to match a $500 grant from Lumber River Council of Governmen1 for a senior citizens' craft course. They also appointed Ralph Barnhart to the health board, replacing T.C. Jones, who retired and named Sheriff Dave Bairington to the Lumber River Criminal Justice Planning Region Policy Board. A deputy, to be selected by Barrington, was also approved. The board agreed to pay expenses lor two teenagers to attend the Youth Advisory Board convention for the N.C. Department of Administration in February and accepted a request calling for the paving of SR 1465 in Sunset Park. They appointed William Niven to investigate energy conservation in the county and report to the board. The board also discussed a letter from the state Department of Corrections asking that the county pay expenses of prisoners committed to the state prisons for safekeeping as they awaited appeals of convictions. The commissioners deferred action on the request until they consult with the Institute of Local Government. Several measures were discussed briefly and then deferred to a meeting scheduled Thursday night. Included were the activation of the county planning board and human relations council, an appointment to the Sandhills Mental Health Center Board to replace D.D. Ahernethy and a discussion of a building inspection system for the county. the Division of Transportation of the State Education Agency show that North Carolina taxpayers spent $43.21 on each child transported to school during the 1973-74 school year. That's S7.92 more to transport each child than was spent during the I'172-73 school year. Of the children who attended school in l')73-74. 69.2V; rode the bus, over .5% more than last year. The total number of students transported increased from 702.'>57 during 1972-73 to 706.560 during 1973-74. The average school bus carried 65 pupils per day. as compared with 66 last year and 67 the two years before. It made 1.6 trips per day. traveling an average of 42.4 miles each day. Each bus traveled two miles more each day during the 1973-74 school year than it did during the previous year, representing a total annual mileage increase of over 865.000 miles. There were 10.813 buses operated during 1973-74. over 200 more than the year before. These buses made a total of 17.741 bus trips each school day. ?
