|Nr NOTICEABLE IMPROVEMENT - Motorists using Central Avenue had to put up with long delays last week as traffic movement was disrupted by the extensive re-paving work, but a smooth ride is now the result. Wildlife Afield If you are one of more than a hundred thousand North Carolinians who own a boat, you ought to be aware of a couple of new laws that could affect you this coming year. As you probably know, in recent I years North Carolina law has * required that any boat equipped with < a motor of more than 10 horsepower be registered at an annual cost of S3. Each boat is then issued a number which had to be displayed on each side of the bow. Beginning January 1, 1976, every boat used on the public waters of North Carolina that has an internal combustion motor will have to be registered and numbered - no matter how small the motor might be. ?COUNTY? The medical examiner budget was estimated at about $900 over, and the veterans service office exceeded their budget by S100, for supplies, Lester reported. BIGGEST HURDLE -- Sanford's biggest hurdle in becoming a major candidate will be to win in North Carolina where George Wallace has a tremendous back - log of support. Sanford says he will enter the New Hampshire primary, but will not enter the Florida primary which Wallace carried big in 1972. SENATOR MORGAN -- Editor John Moore of the Laurinburg Exchange finds it hard to understand "why Senator Morgan voted for padding his expense account" when the U.S. Senate recently voted 63 to 35 to permit each senator to draw up to 5102,000 in additional expense ?noney each year in the future. Editor Moore points out that Senator ~ ilms voted against the bill while tor Morgan voted with the ity. For example, if you've Rot a small, 10-foot cartop boat and you use a 1.7 horsepower outboard on it, you'll have to have it registered and numbered beginning New Year s Day. There are, of course, some exceptions. If your boat is powered entirely by said, you won t have to register it. However, if your sailboat has an auxiliary engine (even a small outboard motor), you 11 have to register it. If you only paddle your boat, and never use an outboard motor on it, you won't have to register it. Also, any boat that uses only an electric trolling motor will not have to be registered. Finally, any boat which has a valid marine document issued by the U.S. Coast Guard need not be registered. But as of January 1, every other boat must be registered and displaying its assigned numbers or be in violation of both state and federal laws. Chances are you've already heard about this, but in case you haven't, here's some of the background. The new requirements were passed recently by the North Carolina Legislature (Senate Bill 267) in order to bring North Carolina into compliance with federal boatinR laws in existence since 1971. In fact, most states had already passed laws bringing them into compliance, and N.C. boat owners who have fished out of state in recent years may have realized this too late when authorities issued them a citation for operating an unregistered boat "We had to get this law passed in order to comply with federal law so that our boat operators wouldn't get into a lot of trouble when they went out of state," said Charles Fullwood, chief of the N.C. Division of Motorboats and Water Safety. "Also, we had already been told that unless we passed a law requiring the registration ot all motorboats (even dtosc of 10 horsepower or less) we'd lose control and funding for our boating program." Those familiar with North Carolina's boating program - administered by the N.C. Wildlife Resources Commission - may already know that this program has paid for 123 free boating access ramps across the state. Also, the program provides for boating law enforcement, waterways marking, an active boating safety program and a "snagging" operation to clear creek and river channels of obstacles that prevent recreational boating. "It's been a popular program, and we knew the boating public didn't want to lose it," said Fullwood. "It had already been disclosed that if the program went under federal control, it would not provide for such popular development as boating access areas." Of course, now that a state law has been passed requiring registration of all motorboats, the N.C. Wildlife Commission will continue to control the boating program for the state, and the money from registrations will be used to further improve boating and boating access in the state. Those who own boats requiring registration under this new law after January 1, 1976. can apply for a registration number by writing the N.C. Wildlife Resources Commission. You can register for one year for $3. or if you like, the State Legislature has also made it possible (through a second bill. Senate Bill 702) for you to register the boat for three years for $7.50. However, the three-year option will not be available until after January 1. You may want to go ahead and register your boat for the current year even though you aren't required to do so by state law yet in North Carolina. The reason is that if you are planning to fish this summer or fall in a neighboring state where registration is already required for all motorboats, you'll need a valid number for your motorboat.
