Since the coaster will eventually cross the North Carolina-South Carolina state line, flags from both states, plus the American flag, were raised at the highest point of 93 feet above ground. The attraction will be finished late this year. Sandhills Gets Gift Dr. Raymond A. Stone, president of Sandhills Community College, and Dr. Francis L. Owens, Pinehurst. have announced a gift of S40.000 from the Frederick Kennedy Foundation of Boston, which is to be used for the two-year medical laboratory technology program and to attract and hold high calibre faculty members. Dr. Owens, a member of the SCC Board of Trustees, is a member of the Board of Directors of the Kennedy Foundation which was established by the late Mrs. Audrey Kennedy as a memorial to her father. What do you do with tons of waste material - when it poses a fire hazard? This problem is not easy to solve, and some industries consider it a real problem. But up in the Uni-Four Area of Western North Carolina a way has been found, says state director James T. Johnson of the Farmers Home Administration. This area - Alexander. Burke, Caldwell, and Catawba Counties - manufactures a considerable quantity of North Carolina's important wooden furniture. Wastes such as wiping rags, scrapings from spray booths, and finishing liquids are highly flammable, sometimes explosive, and very subject to spontaneous combustion. Helms Sponsors Food Stamp Bill Seantor Jesse Helms has joined a group of 17 Senators in proposing a reform of the food stamp program, designed to eliminate abuses. The new legislation is designed to save $2 billion the first year, and would stop the sharply rising number of people being added to the food stamp rolls. The bill has been referred to the Senate Agriculture Committee, where Helms is a member. plant*. A serious tire could lead to destruction of a plant and loss of employment to several hundred people. Such a happening occurred recently in one area of the state. State regulations do not allow sanitary landfills to accept these combustible wastes. Other methods of disposal have proven so costly as to justify plant closing or employee layoffs. Safety of the workers and the economy of the area have been at stake. Some 238,000 people live in the region involved. The first incinerator in North Carolina to dispose of such waste is to be located at the southern end of Caldwell County to serve these four counties -- Region H of the state's multi-county planning districts. Funding is to be done by an industrial development grant from Farmers Home Administration, said Johnson, along with a planned grant from the Appalachian Regional Commission, and the remainder from local sources of the area. A survey of the quantities of waste being generated in the area indicated that an average of over 12,000 lbs. of hazardous combustible and 544.000 lbs. of non-hazardous combustible material had to be disposed of each day. The proposed incinerator is a two-chamber system which rapidly reduces all burnable solid or liquid wastes to a bare minimum of sterile ash. A hopper will be used for solid dry wastes not highly combustible. A separate dock is to be available for materials subject to spontaneous combustion. The incinerator will meet area air pollution requirements, stated Johnson. Safety features built into the incinerator include a flame safeguard system and C02 cylinders or a water spray device to extinguish fires caused by wastes remaining on the end of the ram feeder. A spray system will also be used over the belt conveyor system. Industries and other users of the incinerator system will be charged a rate sufficient to cover the annual operating expenses of the incinerator. Other heavily industrialized areas of North Carolina might well investigate the incinerator method of disposing of combustible waste. Johnson added. Such projects are funded through the Rural Development Act of 1974 to assure continued employment or create new jobs. Information may be obtained from the state office of FmllA, 310 New Bern Avenue in Raleigh, or the local offices serving each county in the state. He may be impeached by evidence of bad character and by cross - examination with respect to the commission of other crimes. A North Carolina statute provides that the failure of an accused person to testify in his own behalf "shall not create any presumption against him." The effect of this statute is to prohibit all references to, or comments on, the defendant's failure to testify. It is improper for the solicitor in arguing his case to the jury to comment 011 the fact that the accused did not take the stand in defense of himself. A defendant in a criminal case waives his privilege of self ? incrimination by the bare act of becoming a witness at his own trial. But since an ordinary witness (one other titan the accused in a criminal case) may be compelled to testify generally, he must wait until he is asked a question, the answer to which may incriminate him, before he can refuse to answer a question on the ground of self ? incrimination. A husband has been indicted for murder. The only witness to the crime is his wife. May the wife be compelled to testify against her husband? No. The defendant's wife not only cannot be compelled to testify, but she will not be permitted to testify even in those instances where she desires to do so. The general rule is that a husband or wife cannot give evidence against each other in a criminal proceeding. There are some minor exceptions in North Carolina, for example, a wife is competent to testify against her husband in a criminal prosecution for an assault and battery upon his wife, and for abandoning and neglecting to provide for his wife and children.
