New Traffic Laws Outlined To Drivers Some bills enacted by the General Assembly this year which would be of interest to motorists in North Carolina are outlined by the traffic safety information service of the N.C. Highway Patrol. HOUSE BILL 484 ? This bill amended G.S. 20-309 (c) (e) (0 to allow the Department of Motor Vehicles to collect a restoration fee of SIS.00 for a new registration plate after the Department has revoked the registration plate previously on the vehicle, and the vehicle is to be reregistered. (Effective July 1, 1975) HOUSE BILL 487 - This bill amended G.S. 20-7 (i I) to allow the Department of Motor Vehicles to collect a restoration fee of SI5.00 prior to restoration of a driving privilege to a person whose license has been suspended or revoked. (Effective July I, 1975) HOUSE BILL 616 - This bill amended G.S. 204.01 (3) relating to Chauffeur's license. The gross weight was changed from 26,000 to 30,000 pounds for vehicles requring a chauffeur's license to operate. (Effective May 5, 1975) SENATE BILL 77 - This bill amended G.S. 136-33 to fix penalties for willful interference with highway signs. Any person who wilfully defaces, damages, knocks down, removes, or have in his possession any highway sign shall be guilty of a misdemeanor punishable by a fine of not more than five hundred dollars ($500.00) or imprisonment for not more than six months or both, in the discretion of the Court. (Effective July 1, 1975) HOUSE BILL 210 - This was an act making it a crime for any person to wilfully trespass upon or damage a public school bus. SENATE BILL 392 - This bill amended article 2 of Chapter 20 by adding a new section 20-7.1 to read as follows: "G.S. 20-7.1 NOTIFICATION OF CHANGE OF ADDRESS. (effective July 1, 1975) SENATE BILL 114 - This bill amended G.S. 20-7 (0 so as to reward safe drivers by eliminating the requirements of taking written and road tests when applying for renewal of chauffeur's license unless such person has been convicted of a traffic violation or had prayer for judgment continued with respect to any traffic violation within a four-year period immediately proceeding the date of such person's renewal application or unless such person suffers from a mental or physical condition which impairs his ability to operate a motor vehicle. (Effective May 1, 1975) HOUSE BILL 880 - This act provides that for the purposes of the Driver License Article of Chapter 20. a defendant ,who has failed to appear in Court over 90 days for a traffic offense shall be deemed convicted. (Effective October 1, 1975) HOUSE BILL 429 - This act amended G.S. Chapter 7A to increase District Court costs from S 16.00 to S25.00 and to authorize use of the facilities fee to provide free parking for jurors. (Effective July 1, 1975) HOUSE BILL 222 - This bill amended G.S. 20-183.6 to permit those who replace windshields in motor vehicles to place on the replacement windshield an inspection certificate having the same expiration date as the certificate attached to the removed windshield, and to retain the certificate attached to the removed windshield until 30 days after it expires. (Effective July 1. 1975) The fees for. licenses were increased effective July 1, 1975. Operator's License - S4.00, Chauffeur's License - S5.00, Duplicate License ? SI.00, Special Identification Card - $1.00. Learner's Permit - S2.00. Renewall or Second Learner's Permit - S3.25. HOUSE BILL 1267 - This act exempts persons from motor vehicle operator's licensing requirements while such persons are operating bicycles with helper motors, but the operator must be at least 16 years of age if operated on a public highway or public vehicular area.
