No action was taken by the board on the recommendation. The commissioners discussed a request from the city for placement of a dumpster at the Raeford airport and the board unanimously agreed on a motion from commissioner John Balfour that the city should pay for it and the county will pay for servicing. The board okayed an authorization for travel expenses for new county planner Lester Simpson. No amount was specified. The expenses will be drawn against the contingency fund, T.B. Lester said. The board took no action on a $679.09 charge from the region council of governments for the county's share of the cost of the nutrition program which feeds senior citizens. Board members expressed surprise at the charge, claiming they didn't remember any added costs at the time the program was begun. Lester explained the chargc was in "the overall plan". Bids on furnishings for the new county office building were accepted. Williams Office Equpment Co. was awarded a bid on nine file cabinets for $859.50 and also was low bidder on 200 stacking chairs with a $17.80 per chair cost. The chairs are earmarked for the county agent's office and the social services office. Commissioners took a dim view of a $24 bill from Raeford Plumbing and Heating for repair of water lines broken during the beginning of construciton on the new library building. The matter was ordered referred to the contractor, with the commissioners agreeing the fault lies with the firm In other business, the board reappointed J.D. McAllister to the Four-County Community Action Board and tapped T.B. Lester as the county's representative for a study of a computer program scheduled later by a group from the state government. Civil preparedness coordinator received congratulations from the state civil preparedness office for being the first in the state to complete an updated emergency plan for the county and submit it. Niven recently attended a school on preparing such a plan. Barnhart was designated by the board Jp complete a questionaire on the federal revenue sharing program on behalf of the county. The questionaire was sent by the office of Sen. Bill Brock (D-Tenn.) Commissioners agreed to look into a plan which would re-imburse the county some indirect costs connected with the Department of Social Services operations. T.B. Merchant Association president James Wood and Raefords dress shop owner Theresa McBryde appeared before the council appealing for funds for the purchase of Christmas lights to be placed along Main Street, but councilmen were cool to the idea. Mrs. McBryde said only SI,800 had been received so far for the lights project and urged the city contribute to the fund. The lights she wishes to buy are in the $65-$ 100 range. Gaddy pointed out there were problems with putting lights on the street lamp poles due to agreements between the telephone company and Carolina Power and Light Co. regarding minimum distances between electrical wires. No action was taken on the request except a promise to look into possible sources of funding. The council agreed to look into the possibility of the city leasing the old Aberdeen and Rockfish railroad property in the downtown area since the railroad discontinued activity in the depot. Mayor McNeill suggested a lease might be negotiated for about $100 a month, taking the view the city might then improve the appearance of the property. Willcox agreed to investigate the possibility. TTie board also heard a report from Gaddy on the county's Tesponse to the city's request that a garbage dumpster be placed at the airport to end controversy over garbage pickup. Gaddy informed the board the county commissioners gave their okay to the request, if the city pays the cost of the dumpster, which drew criticism from councilman Morris, "We ought to quit picking it (trash) up at the courthouse," he said. The council took no action on the matter. The council also voted to make a request for the installation of stoplight at the Harris Avenue and Bethel Road and Harris and Magnolia Street intersections. Total amount of bonds is S325.000, which carry a six and one half per cent interest rate, according to Hostetler. The board okayed five appointments to the recreation commission. Robert Taylor, John McNeill, Warren Pate, Kay Thomas, and Younger Snead were given three year terms. Recent resignations were announced as Palmer Willcox, Dayna Pate, and Phil Ricks. He is a member of the Raeford Presbyterian Church and the Raeford Kiwanis Club. Thomas, a Hoke County native, seeks his fourth term on the Council. He and his wife Kay have a daughter, Mary Gwyn. He is a member of the Raeford United Methodist Church and a Kiwanian. He is a 1961 graduate of Hoke County High School and attended Pembroke State University and Pfeiffer College. He is the chief of the Raeford Volunteer Fire Department and is associated with Thomas and Davis Corporation, a large Raeford builder with diversified interests. REVIVAL SPEAKER-The Rev. C.A. Raeford Jaycees Offer Teen Center Support The Raelord Jaycees held a dinner meeting at the Pig-N-Chicken last Wednesday night Oct. I. Trooper Joe Stanley was the guest speaker and offered an explanation of the Breathalyzer and answered questions for the members. A recommendation to establish a youth activity council was heard and passed by the Jaycees. Robert Pecora, Wayne Mills and William McDonald were appointed as council members. The council will try to work closely with the new Church Teen Center that has been organized.
