"I don't want to get hung up on whether a recreation center will serve 17,000 or 10,000 people. We could be turned down on some technicality. We need more infor mation on disqualifying factors. We need some clarification", he said. "Let's not kid ourselves, you've got to stay within the guidelines. They might tell you something, but you know the people who will go over this application will be looking for the guidelines", Autry argued. "Could we use it to buy Upchurch mill and tear it down?", Mrs. Pate asked, drawing laughter. "Let's get somebody here from Lumberton who got the million dollars to tell us how they did it". Raeford mayor John K: McNeill, Jr., told the group that the city and county could have applied sepa rately, but the decision was made to make a joint application because it stood a better chance of success, he claimed. Doughtery backed up McNeill's contention, saying to exclude the county would exclude a large number of poverty level persons which are counted closely in the final decision to approve the grant. "I'm wondering whether we should have more specific pro posals". Warren Pate said near the close of the hearing. "I'm really at a loss as to the guidelines, and it may be the more specific we are, the more success we could get", he said. Deadline for submitting the application is Dec. 15 and another hearing is set for next Monday night in the courtroom to hear more proposals from citizens. State Notes Gains The Hoke County schools were commended for substantial gains on achievement testing of Title I students during the FY school year, according to Department of Public Instruction in a recent letter. Cited were an average gain of 28 percentile points in language and 25 points in math performance as measured on the TOBE Test. Howard E. Reinhardt, area su pervisor for compensatory educa tion, said the annual evaluation report was very well written and concise and termed the test results for the six month period as "impressive".
