OFFICE LA VOLT ? County commissioners discussed a request from Social Services director Benjamin Niblock for another wall to be put up within the county office builtling to amtrol traffic from the waiting area. A'o decision was made at the meeting and criticism was voiced that it was too early to consider any changes in the layout since the building was brand new. Letter Fuels Airport Feud The long smoldering feud about operations at the Raeford Munici pal Airport erupted again at the regular meeting of the airport committee Wednesday night when an angry letter by Paul Rose was read to committee members. Rose, owner of Rose Aviation, expressed through a letter read by one of his employees, Joel Lan caster. that he felt the lease that he was now under was not being observed by the other operator, Gene Thacker, to the extent that he (Rose) was observing his. Rose listed several points in his letter comparing his lease to Gene Thacker's, owner of Raeford Avia tion, and claimed he was at a disadvantage. He said various improvements were made at his own expense and expressed that he was in no way in competition with Thacker. Rose said that he was proud of his lease and that he had intentions of complying with it. He said that the FAA said that the airport could be operated as long as both fixed base operators cooperated. He presented seven points and in many instances charged that there was a lack of cooperation. He warned he would take it on his own to get action, and threatened to "go to Congress" if needed. Though all committee members heard the letter read, committee men Benny McLeod and Ed Brown and acting city manager Bill Sellars left shortly after the meeting. McLeod and Sellars reportedly had to attend a recreation commission meeting. Committee Chairman Joe Rackley asked for comments and committeeman William Moses asked about the status of Thacker's lease. Rackely referred to it as the "same old grind". Committeeman William Poole said that the committee has been lenient with Thacker concerning a new lease that has not been signed. "I don't think there is any question that we've been lenient with the man," he said. "He's not going to sign the lease until the hangar is moved and I don't blame him," said Moses. The hangar in question is jointly owned by Poole and Tom Cameron and is on the property that is to be leased by Thacker. The city earlier agreed to help move the hangar if Thacker signed the lease. "Thacker is sitting there now. All he has to do is sign a letter of intent every two years, and he has to do nothing." said Rackley. "We had to offer Thacker something in return for his lease. There has been a contribution made to the Raeford community by Thacker," Rackley said. "Thacker has said that he's not going to sign the lease until the area is acceptable and the hangar is moved. The land is not suitable." continued Rackley. Some committeemen were dis gruntled with Rose's letter. "As far as I'm concerned, he's trying to create a bad situation" said Racklev. "If we hadn't fought for the airport, he (Rose) wouldn't be out there now," said Moses. "I'm for moving the hangar and see what he'll do," he said. "Let's do what we're going to do and move the hangar," said Poole. "If he doesn't sign the lease, we'll get him," said Moses. "His lease is ready," he added. "We're going to know where it (hangar) is going before we move it. We've got to put it in the right place. We need to figure out where the T-hangars of the future are going to be," said Poole. Poole claimed that the master plan had to be revised for grant purposes, and that the hangar should be placed where a future construction would be placed. "While we do the master olan. let's do one for the future," he said. "I'd hate to think we'd be talking about this lease- a year from now," said committeeman Gene Carter. "1 don't think it would be fair to tear it down and leave us out in the weather," said Poole. "1 think he (Thacker) will sign the lease, but I don't think he'll comply with it," he added. "We'll have to pacify him as much as we can until he signs the lease," said Rackley. In other committee business, members decided to change the regular meeting to the last Tuesday of each month. Members also decidcd to revamp the present plan for the airport federal grant that is hoped for and discussed on what basis they would ask the city council for money in the annual budget. "We need to take a position to ask the city to go ahead and buy additional land and if we get federal funds, we could reimburse them," said Poole. "We need to prepare a request for monies requesting how much money we want made available." said Rackley.
