November Accident Total Shows Drop
Twenty two accidents were re
ported to the Highway Patrol here
during November, compared to 24
for the same month last year,
according to the traffic safety
information services report.
One fatality occurred, and nine
injuries reported, compared to 17
injuries for the same period last
year.
Total number of accidents re
ported for the district, which
includes Richmond and Scotland
counties, was 75, compared to 104
last year.

The U.S. Department of Agri
culture (USDA) on Dec. 5 an
qounced an $85 million 1976
Agricultural Conservation Program
(ACP) designed to encourage the
application of enduring soil and
water conservation practices on the
nation's farms. The objective is to
obtain needed conservation on
farmlands beyond that which the
farmer would accomplish with his
own resources.
The 1976 program will be ad
ministered by the Agricultural
Stabilization and Conservation Ser
vice through its farmer-elected
committee system and will offer
both annual and long-term conser
vation agreements with farmers. It
will share with farmers from 50 to
75 percent of the cost of carrying
out approved soil, water, and
woodland conservation practices.
Under long-term agreements, cost
sharing will be scheduled over a
period of from three to ten years.
The agreements will be based on
conservation farm plans approved
by local Soil Conservation districts.
As was the case for the 1975
ACP, authority to develop practices
needed to solve conservation prob
lems is delegated to ech of USDA's
farmer-elected county Agricultural
Stabilization and Conservation
(ASC) committees. All approved
practices in effect under the 1970
national ACP are eligible.
In carrying out the 1976 pro
gram, state and county ASC com
mittees are responsible for identify
ing the critical farm conservation
problems in their respective areas
and developing and approving
practices for cost-sharing on a
priority basis.
The Soil Conservation Service
will provide planning and technical
assistance. Contracts involving
woodlands also will get technical
aid from the Forest Service. The
Extension Service will assist with
educational support. These three
agencies provide program develop
ment and policy overview assistance
through county, state, and national
program development groups.
Local Soil Conservation districts
also provide support through assis
tance with long-term agreements
and program development.

the adult government class at
Sandhills Community College on
how local governments operate.
Barnhart and McNeill answered
questions from the class members
and instructor Carroll Coley said
the pair's visit was beneficial to the
class's understanding of city and
county government.
