Warning Issued By Fire Chief Raeford Fire Chief Crawford Thomas, Jr., issued a warning to citizens who follow the fire trucks too closely Tuesday. Thomas said he had requested the Raeford Police to issue tickets to citizens who follow a moving fire truck closer than a block. "If we need to get the truck out of a place or call another truck in, it is difficult to get this done if other vehicles are too close to ours," he said. "A couple of people have run over our hose on occasion also," he added. Thomas also said the Raeford Fire Department will inspect dwell ings on request of the public probably beginning sometime in the spring. He said any citizen of Raeford could have a house inspected for possible fire hazards when the program starts. Most of the crowd remained in the courthouse after the commissioners returned to their meeting in the annex, milling about in groups until building custodians requested they leave in order to lock the doors. Barrington Continued from page 1 investigated by their Department in connection with the theft of motorcycles in the Cumberland Co. and Robeson Co. area. I contacted my former Chief Deputy and advised him to work with the Theft Bureau in this matter. They advised me that they would keep me informed. At a later time, my former Chief Deputy came to me and advised that on the night before, that two deputies on patrol had stopped at the Big Star Truck Stop and that one of the employees came into the Truck Stop and advised them that a man was outside with a motorcycle in the back of a panel truck, and that it looked suspicious. The deputies saw a motorcycle in the back of the panel truck. The driver of the truck was Gary Cotton Dial. The deputies stated that Gary Dial went to a phone and made a call and that Elisha Dial arrived some 20 minutes later and drove away with the panel truck and his brother. I advised the Chief Deputy to inform officers with the Theft Bureau. I have obtained no further information from the results of this investigation.*' "On a later occasion, 1 received information from officers in another county that Elisha Dial had been involved in a fight in that county.When Dial arrived at work and I contacted him, he had a bandage over one eye on his forehead. I inquired as to what had happened, and he stated to me that he was at a party in Scotland County and had been hit with a Coca-Cola bottle. He still carries that scar on his forehead. He further advised that he was not involved, but was attempting to stop a fight between other persons. I advised him that I had received a complaint about it. That was the end of our conversation on that date about the matter." "At the last regularly scheduled session of Superior Court for Hoke County, each and every officer receives subpoenas advising him if he is to appear before the grand jury or for court trials. Every officer knows to be in court on Monday, because usually the grand jury only convenes on Mondays and Tuesdays and completes their business no later than Tuesday. On Monday morning. Dial did not appear in court and the officer for the grand jury advised me that he was needed to appear before the grand jury. 1 advised my Chief Deputy to come to the office,contact Dial by phone/and tell him to appear as he had been subpoenaed to do. My Chief Deputy advised me that when he was asked why he failed to appear in court,his answer was '1 can't jump every time I get a subpoena.' When Dial arrived in court, I asked him why he was not here to appear and he told me that he forgot. I asked him about the statement about jumping to subpoenas, and he advised me that he had told the Chief Deputy that. I advised him that every police officer had to "as he so aptly put it" jump to subpoenas, that I had been jumping to them for 20 years and would continue to do so." "During last year, I received information that Dial was involved in a motorcycle wreck in Robeson County, and that he was in the hospital as a result of injuries. He was off duty at the time. He was unable to work for approximately six weeks and when he returned to duty, he had to be placed on light duty. I used him in the office as a radio dispatcher and jailer. Approximately one month later, he approached me stating that he could not stay in the office, that he wanted to be placed back on patrol. I contacted his doctor and he stated that he was not ready and that his arm could not stand any strain. Dial advised that he wanted to go back on patrol. 1 placed him on patrol. I later learned from Robeson County authorities that circumstances surrounding his actions when he wrecked were unbecoming a police officer and that he came close to being charged with a criminal offense. 1 made no mention of this to Dial." "On a Monday, 1 had been out of the county, my former Chief Deputy called me into the office and advised me that on the previous Friday or Saturday night that lie had been called to the office by one of the deputies and they advised they were having trouble with Dial. Dial came into the office and gave the radio dispatcher his pistol and told him to lock it up, that he didn't know what he might do if he kept it. The Chief Deputy asked the two deputies what the trouble was. and Dial made the statement that he did not intend to ride with a deputy, calling him by name, and he stated that he would go home ^before riding with either/ The Chief Deputy then told him to go home for the weekend, which Dial did." "I contacted Dial and when faced with the Chief Deputy, the Chief Deputy stated that he had sent Dial home. I learned from three other deputies that Dial ^ent home for the weekend and had not been relieved from duty. The other deputies stated tins. My Chief Deputy stated that they must have misunderstood. I then sent Dial out of the office and relieved the Chief Deputy of his duties and reduced his salary for not carrying out my instructions and the Dhief Deputy resigned. I then advised Dial if he came before me on one more justified complaint that 1 would fire him." "Approximately two weeks before Dial was fired, he came to my office and asked to go on night shift, that he could not get along with the Chief Deputy. He stated that he wanted to go on permanent night shift. I advised him that with four men on night duty and four on day, working six days a week and two days off. it would be impossible to do this because I would have more people on one shift than the other. I advised him to do his job and not have any problems and he had nothing to worry about." "On Jan. 8. 1976, I was contacted by my Chief Deputy who informed me that lie had asked Dial about a weapon he was investigating involving a breaking and entering case. He advised me that Dial told him that he should handle his own investigations and that the Chief Deputy should handle his. The Chief Deputy advised that he had an argument with Dial and then advised Dial to go over and have a seat and when the sheriff arrived, that they would have an understanding. Dial advised the Chief Deputy that he did not have to and would not sit down. The Chief Deputy then advised Dial to go home then and Dial stated that he would not do that either, and left the office. When I arrived at work, the Chief Deputy came into my office and advised me of what had taken place. I asked for Dial to be called into my office to see what had to say. When he entered the office, he was so angry that he was trembling. I advised him that I was going to have to relieve him from his duties. He stated, 'You ain't going to let me talk' looked at the Chief Deputy who was seated in a chair, pointed a finger and stated, 'I've taken all that I'm going to take off you.' At this time, I walked around my desk and stood in front of Dial and stated. 'I can't have this and I am not going to have an argument. Leave the office. Bring your equipment in and you will receive your pay until the end of the month. This is three weeks and two days noticed "Gentlemen, these are my reasons for firing Mr. Dial. I would like to further state that before he would work for my Department in any capacity that I would resign my Office." "If a federal judge orders me to re-instate him, I'll resign my office as sheriff the day before", Barrington finished, in a reference to the threatened civil suit. McPhaul said under their timetable, Raeford would come up in fiscal year 1979 for funding, but that he would need a definite commitment within "six months, maximum". Revenue sharing funds may not be used to finance any of the project, McPhaul said, but localities can begin appropriating sums each year in their budgets in anticipation of the costs. All city council members, except David Lovelte who was absent, generally favored the idea of a new Armory but expressed concern over finding a suitable tract of land and the expense to the city. McPhaul told the group that the Guard must approve any site undci consideration first.and said he would be available for help whenever a decision was reached.
