Borgeu 1976 FLUE-CURED TOBACCO PROGRAM - Income from the production of flue-cured tobacco continues to be the principal source of farm income in North Carolina. Flue-cured tobacco producers are now making final plans for their 1976 crop. Listed below are some of the key features of the 1976 program that growers need to remember as they complete plans for this year. Basic farm quotas were de creased by 15% for 1976. Individu al notices giving the acreage and quotas have been mailed to all producers. Flue-cured growers will not be required to stay within their allot ments in order to qualify for price support on up to 110% of their effective quota in 1976 marketings. Producers may market up to 110% of the farm's poundage quota without penalty. However, any sales above 100% will be deducted from the 1977 quota. Sales above 110% are subject to marketing quota penalties. The ban on the use of DDT, TDE, endrin. and toxaphene is continued in 1976. Producers must .certify they have not used these pesticides if they are to be eligible forprice support. The discount variety program is also in effect for 1976. Price ? support on these varieties will be at 50% of the rate of acceptable varieties. Flue-cured tobacco may be transferred by lease from one farm to another farm within the county. The grower designation of ware houses initiated in 1974 will be con tinued in 1976. The sign-up period for growers to designate markets will begin on March 1 and continue through April 2. These are only a few of the key features of the 1976 flue-cured tobacco program. TRANSFER OF ALLOT MENTS - The time of year has arrived when many North Carolina farmers are finalizing their plans to lease, and transfer cotton and/or tobacco allotments from one farm to another in order to take better advantage of their land, equip ment, labor, etc. Therefore, pro ducers are reminded of several important facts concerning lease and transfer and of their responsi bilities in the transaction. Flue-cured tobacco Allotment and Ouota can be leased and trans ferred within a given county for a period of from one to five years. The final date for filing an appli cation with the county ASCS office is November 30 of the current crop year. Additional restrictions or eligibility requirements apply to transfers filed after June 14 where transferring farms have a basic quota of more than 2,000 pounds. Cotton allotments may be trans ferred hy either lease or sale. Each county committee makes the deter mination on out-of-county transfers for its county. The final date for filing an application is April 11 for all counties. This is also the final date to release cotton acreage or request cotton acreage from the county's "released pool." Local County ASCS offices main tain bulletin boards as a service to producers who wish to lease allot ment or quota either to their farm or away from their farm. Producers who wish to use the bulletin board for leasing and transferring should contact the county office. Foursome Qualify On RMI Training ........ William T. Niven, Robert Ave rette, B. M. McBryde, and Robert Smith were among 28 to qualify as radiological monitor instructors (RMI) after completing a two weekend course in Kenansville. The course provided extensive instruction in the use of all civil preparedness radiological defense instruments and the new RMl's are qualified to conduct classes to emergency service personnel or other volunteers in the event of a nuclear attack or a peacetime radiation accident. Niven is Hoke County Civil Preparedness Coordinator, Smith is a member of the Hoke County Rescue Squad. Averette is a North Raeford Fire Department volun teer, and McBryde is civil prepar edness mobilization designee. District Court Two Sentenced For False Pretense Two Raeford men pleaded guilty to attempting to obtain property by false pretense here Friday and were sentenced to not less than one day, nor more than two years, by District Court Judge Joseph Dupree. The sentences were suspended for three and one half years and Ray Charles Baldwin, of Hoke Trailer Park, Raeford, and Roger Herman Purcell, of Rt. 3, Raeford. were placed on probation for three and one half years and fined costs. No probable cause was found against the two for charges of forgery and uttering as the state failed to present sufficient evi dence. In other cases. James Arthur Locklear, Maxton, had two charges of worthless checks dropped against him because the warrants were issued on the wrong indi vidual. Charles L. Purcell. P.O. Box 851, Raeford. pleaded guilty to worthless check, and was sentenced to 30 days, suspended and fined S65.35 restitution and costs. James Edwin Landon, Rt. 1, Raeford. pleaded guilty to simple assault, and prayer for judgment was continued for two years upon payment of costs. Charles McDuffie, P. O. Box 525, Raeford, was found not guilty to two charges of assault on a female, but was found guilty of a third count and was sentenced to not less than one day nor more than 12 months, suspended for five years, and was fined costs. He appealed the verdict. Henry LeGrande, Rt. 2, Rae ford, pleaded guilty to obstructing an officer and prayer for judgment was continued for three years upon payment of costs. Phillip Morris Huffman, 624 E. Donaldson. Raeford. pleaded guilty to obstructing an officer and was sentenced to 60 days, suspen ded and fined $50 and costs. Jerry McNeill, Raeford, pleaded guilty to receiving stolen goods and was sentenced to six months, suspended for three years and fined $50 and costs. Clarice Burns Wicker, Sanford, pleaded guilty to speeding 66 in a 55 MPH zone and prayer for judgment was continued for two years upon payment of costs. Graham A.
