Workers at the Burlington dye plant were honored with a luncheon last Wednesday and congratulated by North Carolina Commissioner of Labor T. Avery Nye. MARCH 11. 1476 District Court Traffic Cases Highlight Docket Traffic offenses highlighted the second short docket in two weeks here Friday as District Court Judge Joseph Dupree suspended sen tences for most of the offenses, which ranged from driving under the influence to assault with a deadly weapon. Cases involving traffic violations included: Emmett Phelbert Stubbs, Bennettesville. S.C.. who pleaded guilty to DUI and reckless driving and was sentenced to six months, suspended for two years, and ordered not to drive for two years and was fined $150 and costs. He also pleaded guilty to following too closely and a passing violation and was sentenced to sixty days, sus pended for two years and fined $50 Bonds To Finance Projects *: i a - vuiisuiutiuiiai rtmeriameni ffi. it approved by the voters at the March 23 presidential preference primary election, will permit the State of North Carolina to sell revenue bonds to finance hospital improvement and modernization projects. No tax money is involved in this amendment, and there will be no tax increase if this amendment is approved. Marion J. Foster, presi dent of the North Carolina Hospital Association, said: "Constitutional Amendment #1 is permissive legis lation. and passage of the amend ment does not mean projects will automatically or routinely be ap proved. All project requests will have to meet strict state regulations established by the N.C. Medical Care Commission and the N.C. Local Government Commission." FAMILY UNITY ? Rae ford. pleaded guilty to DUI and driving without a license and was sentenced to 90 days, suspended for two years, ordered not to drive until licensed to do so and was fined $160 and costs. He also was placed Projects must be determined necessary, and in addition to meeting state regulations, projects must meet federal health planning regulations. To be approved for revenue bonds, construction and modernization projects must be financially feasible. Any project that is not financially feasible -- one where hospital revenues would not be sufficient to repay the bond obligation -- will not be approved. Any marginal projects will also not be approved. Foster said, "Neither the faith and credit nor the taxing power of the State or of any political subdivision is pledged as security for the payment of revenue bonds used by hospitals." Constitutional Amendment #1 will provide a necessary financing bridge between public and private financing mechanisms, primarily general obligation bonds and con ventional financing, presently a vailable to hospitals. Tax - free revenue bond financing will provide an additional financing means for public and private nonprofit hos pitals that is not presently avail able. Legislators who drafted the legislation believed that revenue bond financing serves the public interest by providing a financing means to private nonprofit hos pitals that serve in the public interest although they do not receive state or local government appropriations. Because of revenue bond financ ing. hospitals using these funds will be operating within the American free enterprise system w hile serving the public interest and general welfare of the citizens of the State. Some private nonprofit hospitals, if Constitutional Amendment H1 does not pass, might have to be taken over by local, county or state governments in order to make necessary improvements with a resulting drain in local govern mental revenues. Encompassed in the proposed legislation is a provision that will enable hospital projects less than two years old to be refinanced, using tax - free revenue bonds. I.O. Wilkerson, Jr.. director. Division of Facility Services, and secretary of the N.C. Medical Care Com mission, said: "It is possible to refinance hospital improvement projects under this Amendment." This may be one alternate method MR. Robert Bruce Love, Durham, pleaded guilty to speeding 70 in a 55 MPH zone and was sentenced to available to cities and counties wishing to retire other bond obligations, or to enable some hospitals that have used con ventional financing, to use lower cost revenue bonds. NCHA President, Marion J. Foster, said: "People over 65 years of age. who qualify for Medicaid, will also benefit from Amendment *1 because hospital improvement :osts covered in hospital patient charges will be paid by the government - sponsored health program. Modernization and im provement projects are considered an allowable cost, and therefore, will be paid by Medicare and Medicaid - after coinsurance and deductibles are satisfied." Constitutional Amendment #1 will provide hospitals an alternate financing mechanism to meet vitally needed long and short - term financing requirements of hos pitals. It will be to the benefit of citizens. locaL communities, patients and hospitals. Voters will decide the outcome of this vital imendment on March 23. If approved, hospitals in North Caro ina will be able to finance mprovement and modernization projects at reasonable costs, im prove the availability and access of hospital care to more North Carolinians without using any tax funds. Epps, Maxton, pleaded guilty to a worthless check and was fined $199.20 restitution and costs. Willie Smith, Jones Hill, Raeford pleaded guilty to worthless check and was sentenced to 30 days, suspended and fined $35.36 restitu tion and costs.
