County manager T.B. Lester said there was some misunderstanding about the specifications and the board did not want to make a decision. There are other ways we handle the high cost and scarcity of energy, and the most feasible of these is the better insulation of the home. The North Carolina Building Code (Section 36) states that all new construction shall have the following insulation values: ceilings U - .05 or R-19, walls U ? .10 or R-ll, and floors that are overheated basements or ventilated crawl spaces, U ? .10 or R-19. "U" is the symbol for heat transmission and "R" is the symbol for resistance to the flow of heat. As the price of fuel increases, the amount of insulation that can be afforded increases. At the present time, with the present rate of fuel price inflation, we can justify much higher R values in our homes. Recommendations should now be R-30 for ceilings, R-19 for walls, and R-10 for floors over unheated basements and ventilated crawl spaces. Some people are already beginning to look strongly at an R-38 for ceilings. Fiber glass is the most widely used type of insulation and it can be purchased in batts (4-foot long sections), rolls, or loose fill. Six-inch fiber batts give an R value of 19. However, it takes eight to nine inches of blown-in fiber glass insulation to give an R-19. The increase in R value from 1 1 to 19 in the floor presents no problem. However, to increase the R value from 11 to 19 and 19 to 30 in the walls and ceiling respectively does require some modification in the structure itself. In order to use successfully a six-inch batt of fiber glass in the wall, 2x6 studs would have to be used. These could be placed on two-foot centers. The extra cost of these studs is offset somewhat by the fact that fewer studs are needed. If 2 x 4 studs are used with 3 Vi inches of fiber glass, then an insulated sheathing board could be used that would bring the R value up to 19. Polystyrene and polyurethane rigid insulation are two examples of this. Of the two, polyurethane has the higher R value per inch. A -Ji-inch polyurethane board has an R value of approximately 6.0. A ^-inch polystyrene board has an R value of 4.05. In order to do an effective job of increasing the R value from 19 to 30 or 38 in the ceiling, some modification in the rafter system must exist. The distance between the top plate of the exterior wall and the rafter that normally rests on it must be increased to allow for ventilation as well as the increased depth of insulation over the plate. This change can be effectively made by using a modified truss or by using a 2 x 10 band around the top plate in the case of traditional framing. Insulation standards for homes should be raised to offset the continued increase in the price of fuel. Agent For the person that is really interested in swine production and can accept the fact that there is a lot of hard work involved, the best time to get into the business is when prices are low. You can get your breeding stock cheap and get started while the prices are low and start selling when the prices are high again. It seems that the successful swine producers are the ones that go into the swine business when prices are low. The biggest failures come when people go into the business when hog prices are high. The 1978 hog slaughter will possibly be below that of 1977, so it looks like we could be seeing better hog prices in 1978. As for 1977, it still looks like we will have a less profitable year than the last two years of 1975 and 1976. How much actual expansion is yet to be determined, but most economists agree that 1977 will not be a profitable year for swine pro duction. With the indication that 1977 will not be a good year, many interested swine producers have been discouraged. If this interest was due only to the high hog prices and not the sincere interest in swine production, then this is good. The quicker we can get the swine industry stabilized and not have the ins and outs, we will be able to more closely control the hog num bers and the price.
