REUNION ? Twenty six out of the 72 members of the 1962 class at Hoke High gathered April 9 at the Captain s Place for dinner and disco. Gag gifts were a road map for the one coming the longest distance, a large comb for the male who lost the most hair, and a bottle of Geritol for the one with the largest family. Wayne Ashburit and Jimmy Jones. 1977 Tobacco Changes Proposed A proposed rule making changes for flue-cured tobacco has been fiublished in the Federal Register. f the proposed changes are adopt ed, the following would apply: 1. Producers could plant an acreage equal to or less than 107 percent of their effective farm allotments and retain eligibility for price support. 2. Producers would be required to report their planted acreage. 3. Sufficient farms would be visited to assure the accuracy of the producer's certification. 4. Measurement service would be made available to producers for staking an acreage equal to 107 rcent of the effective allotment, oducers will be notified if these proposed changes are adopted. Farm Storage and Drying Equipment Loan Program Program changes are being made to be more responsive to the needs of farmers and encourage partici pation in on-the-farm storage and drying capacity. Changes are as follows: 1 . Storage need determination will be based on two years production instead of one year. 2. The amount which may be loaned is increased to 80% from 70%. 3. Cost (materials and labor) for concrete work and electrical wiring may be included in the "Net Cost". 4. The County Committee can approve up to S25.000 instead of $10,000. 5. The State Committee can approve $50,000 instead of $25,000. The interest rate for all outstand ing loans is reduced from 7'/j percent to 7 percent. The 7 percent General Fund Up The North Carolina Department of Revenue announced that March, 1977, net General Fund collections amounted to $199.3 million. After adjustment for a distortion caused by the change from quarterly to monthly in the manner of collecting money withheld by certain employ ers, this represents a percentage increase of 13.56% over March 1976. For the first nine months of the current fiscal year, net General Fund collections were $1.4185 bil lion compared with $1.1788 billion for the first nine months of the 1975-76 fiscal year. If the year to date General Fund collections are adjusted to give effect to the change in the method of remitting income tax withheld by employers, the percentage of increase over the same nine month period of 1975-76 will be 14.23%. Without adjusting for the above mentioned distortion, the respec tive percentages would have been 37.68% and 20.33% as shown on the attached schedule. March net Highway Fund collec tions amounted to $43.5 million compared with $36.1 million col lected in March, 1976, an increase of $7.4 million, or 20.42%. Gaso line tax receipts amounted to $23.0 million compared with $21.9 mil lion collected in March, 1976, an increase of $1.1 million, or 5.09%. Net Highway Fund collections for the first nine months of the current fiscal year were $312.1 million as compared with $300.6 million collected during the first nine months of the 1975-76 fiscal year, an increase of $11.5 million, or 3.82%. Gasoline tax collections for this nine month period were $214.8 million ?? compared with $206.3 million collected during the corresponding period of the 1975 76 fiscal year, an increase of $8.5 ^ million, or 4.1 1%. will remain constant for the bal ance of the loan term. NATIONAL ORIGIN OR SEX. The annual rockfish run has been a tradition in the Roanoke River for as long as anyone can remember. Evidence of this is supported by the fact that the Weldon Rockfish Hatchery has been in seasonal operation almost continuously since 1872. The rockfish (striped bass) climb the Roanoke each spring out of Albemarle Sound and the Atlantic Ocean and spawn. Much of the spawning takes place in that stretch of the river at Weldon. and although the peak of the fishing varies from year to year because of water levels and temperature, it usually hits its stride in late April or early May. Fishing pressure is always heavy, and that's nothing new. When 1 was a kid growing up in Halifax County, it was not uncommon to see businesses close during the height of the run. The river would be lined with boats. My grandfath er and father and I would use an old 16-foot wooden river boat which was moored on a long line connect ed to a steel cable that stretched across the river. Back then, the river flooded more frequently and it was impossible to keep a boat at a dock year-round, even a floating dock. We'd get a pail of blood worms or cut bait and anchor at a likely looking spot along the muddy bank. The fish rarely reached as much as four pounds, and the average was more like two pounds. Also, the river was always thick with mud. "You could stick your finger in it and when you took it out, it would leave a hole," one old-timer used to tell me. Mud was not the only problem. The river was heavily polluted with everything from pulp mill waste to raw sewage. It's not the same anymore, and for that we can all be thankful. The river has been cleaned up drasti cally in recent years. Albemarle Paper has put in extensive pulp waste control facilities, and many of the other pollutants are also largely gone. Now, instead of running red, the river usually has a pleasant green color. Likewise, the slime and foam is also gone. There was a time ? not too long ago ? when your line collected so much slime that it was unpleasant to fish. (That slime, by tne way, was a bacteria that grew in the waste, not wood pulp as many of us thought). The river smells better now, though you can still smell the paper mill when the wind is right. As for the rockfish, they seem to be doing well. Indeed, over the yean, there seem to be more larger ones taken than there were years ago. Whereas a 10- pounder might take the annual prize when I was a kid, fish that size and larger seem more common now. The Weldon Hatchery still oper ates each year, and in addition to working to improve the fishing in the Roanoke, excess striper fry are also used to stock other rivers and lakes in North Carolina. If you've never fished the Roa noke during the spring run. or if you stopped fishing it years ago because of the pollution, you might want to give it another try this year. There's a N.C. Wildlife Resources Commission free boating access area just above the hatchery at Weldon. Bait is available at several local spots nearby, or you can use artificials which have grown in popularity in recent years. Fishing is also good downstream from Weldon (there's a ramp at Hamil ton). Timing is very important, and for that reason it's a good idea to try to go with someone familiar with the fishery. Even then, it's sometimes difficult to predict the best time. Read Luke 15:3-7 " 'It was fitting to make merry and be glad, for this your brother... was lost, and is found.' " (Luke 15: .12 RSV) A television program called "Mr Public Service" recently became popular in our country. People who need help come to the studio where their needs are televised. Every once in a while a distraught father or mother makes an appeal for a son or daughter to come home. As the parent calls his child to come home, he often breaks into tears. The studio audience usually is moved by the parent's tears, and it seems that sorrow is deeplv felt by all. There are times when the wan dering child is reconciled to his loved ones. They bring him to the studio to tell everyone that their search is over. There is always visible joy; everybody in the studio is smiling. It is as if the whole world rejoices when a child is reconciled to his parents. Is this not the way it is with us when we are reconciled to God? PRAYER: Dear God. thank You for looking for us and finding us. and for the joy when any of us is found. Help us to join in the search for the lost and to share in the joy when they are found.
