Lockey Education Foundation Committee Plans Scholarships The first meeting of the Forrest Lockey Education Foundation was held last week at the Holiday Inn in Southern Pines. W.P. Saunders, chairman of the steering committee, presided and discussed the purpose of the Education Foundation which is to honor and perputate the memory of Forrest Lockey. Other members of the steering committee are W. Sidney Taylor and W. Lamont Brown, vice chairman; Willard Formyduval, secretary; and L. Boyd Creath, treasurer. A point of controversy in the community for some years now. the frame dwelling will be leveled to make room for a parking lot. BOAT BLOCK ?? The northbound and southbound lane of U.S. 401 bypass was blocked for a short time Tuesday afternoon after a boat slipped off a trailer and landed on the rainy highway. Workers hoisted the craft back to the trailer and the boat was on its way again. The mishap occurred in front of the Pig N Chicken restaurant. He was succeeded as president about a year before his death by Willard Formyduval. who spoke of his desire to help with the Foundation plans in every way possible, saying that the A&R directors were 100 percent behind the idea. Taylor discussed the purpose of the meeting and the desire to honor the memory of Lockey through educational schol arships. Plans are to provide them for both boys and girls, using only the interest from the principal for the scholarships. The officials of the Foundation expressed the hope to raise between $50,000 and S100.000 for the scholarships. Several hundred letters to Lockey's friends over the state will be mailed this week. In attendance at the meeting Tuesday, other than the steering committee officers were Rep. T. Clyde Auman, H. Clifton Blue, W.E. Horner and Ralph Monger, A. Paul Kitchin and Jane Pratt, both of Wadesboro, Lawrence McNeill of Raeford, Edwin Pate of Laurinburg, Fred A. Price. Jr., of Fayetteville. J. P. Shamburger and Edward T. Taws, Jr. of Southern Pines; Dr. E.M. Medlin, Mayor Jack Taylor and Dee Russell of Aberdeen. Other members of the committee who were unable to attend were: Jerome B. Clark of Fayetteville. Mayor John L. Frye of Robbins, Edwin Gill and Justice Dan Moore of Raleigh. Sen. Jesse Helms. Addison Hewlett of Wilmington, Dr. Joseph S. Hiatt, Jr. of Southern Pines, Sen. Robert Morgan. Russell Swindell and H. Pat Taylor of Wadesboro. Service Personnel Navy Seaman Jimmie D. Maynor, whose wife Mary is the daughter of Mr. and Mrs. Wilbert Barton of Rt. 1, Shannon, and Marine L Cpl. Chester B. McNulty. son of Charles M. McNulty of 513 E. Donaldson Ave., are partici pating in Exercise "Solid Shield 77 Marine Pfc. Rocky D. Locklear, son of Mr. and Ms Bostic Locklear of Rt. 1. Shannon, is also participating. The two - week joint exercise is bemg conducted in the Atlantic coastal waters off North Carolina and Georgia and at nearby military installations. More than 40.000 men and women from all branches of the armed forces are partici pating. Maynor is serving as a crew member aboard the dock landing snip USS Portland, homeported in Little Creek. Va. McNulty and Locklear are members of Battalion Landing Team Two Slant Eight, homebased at Camp Lejeune. Maynor joined the Navy in August 1975. McNulty joined the Marine Corps in July 1975. People & Issues JIMMY GREEN. ..Having served a couple of terms in the House of Representatives from 1961 to 1964 with Jimmy Green, I called up the lieutenant governor last Friday afternoon and told him straight-forward that I didn't think he had any business accepting the invitation to visit that far-away country, called Tiawan. Jimmy listened to my forthright statement courteously -- and when I finished, he said. "1 want to tell you something." as neither of us are in the habit of pulling in our horns in making statements. Jimmy went on to say that North Carolina is a tobacco growing state and that Tiawan bought , much tobacco from the United States, and that if he went it would be to promote the tobacco outlet there. He pointed out that the tobacco poundage of North Carolina farm ers had been cut and he felt with his tobacco background he could do much to protect the outlet for Tar Heel tobacco growers in that nation. Before the Bladen County tobac conist was half through with his statement, I surrendered and af firmed my support in his decision to give due consideration to the Tiawan trip offer. The invitation by the Tiawan government to visit that country was also made to Governor Hunt and House Speaker Carl Stewart, as well as Green. Both have declined to make the trip. Green has had the encouragement of Senator Robert Morgan and other Tar Heels acquainted with the tobacco industry to make the trip. BILLY CARTER & OSHA.. .A few days ago we read in the newspapers about Billy Carter's frank feelings about the OSHA program. Here was his statement: "The major complaint I have is that 90 percent of the folks they send here to inspect us don't know anything. We have some kids right out of college who don't know a damned thing.. .Now they're after me to put a couch in the women's washroom in case someone gets sick. Hell, I don't have room to put in any couches. So I just told 'em to go to hell, and I haven't done it yet." Well, Billy was speaking the minds of thousands of little business" and "big business" peo ple about OSHA. Two days after the above state ment, along with several other comments about OSHA by "broth er Billy", we observed that Labor Secretary Ray Marshall promised to take "the monkey of unnecessary and complex government regula tions off the backs of small business. OSHA, with lots of business people, big and little, has been about as obnoxious as the "reve nues" were to the blockade stillers back in the prohibition days. Many people, no doubt were delighted to read Labor Secretary Marshall's statement, saying, "We need to bring common sense into the occupational safety and health program. We've been chasing min nows and letting the whales get Drive to arrive alive! Ss3 away." "Brother Billy," down in Plains may be having some impact on big government in Washington after all!
