scs Activities By Oval Richie District Conservation lit FEDERAL MONIES AVAIL ABLE ? RC&D -- The Resource Conservation and Development (RC&D) program was authorized by Congress in 1962 through the Food and Agriculture Act. A resource conservation and development project is defined as locally initiated, sponsored and directed project developed to carry out a program of land conservation and land utilization, accelerated economic development, reduction of chronic unemployment or under - employment in an area where these activities are needed to foster a local economy. Initiative and leadership in all phases of RC&D project activities is the repsonsibility of local people and cannot be assumed by others. Projects are initiated by Soil and Water Conservation District governing bodies, county com missioners and similar groups after they become informed of the opportunities it offers for com munity development. A decision to develop and submit an application for RC&D program assistance can only be made by local people. Next they must make arrangements for eligible spon sorship and USDA help in preparing the application. The application needs to be strong, noting the local benefits expected from the project, and forwarded through appropriate channels to Robert Bergland, Secretary of Department of Agriculture, in Washington, D.C. A projectwide KC&D Council to represent the sponsors and the people will need to be established to guide project activities. The Council is responsible for or ganizing standing resource com mittees, such as wildlife and rural recreation, to plan and carry out the project activities. After the Secretary of Agri culture authorizes RC&D assist ance the local sponsors are respon sible for the development of their overall project plan. The following agencies have been designated to assist local sponsors with their departmentally assigned functions: ? Agricultural Stabilization and Conservation Service ? Economic Research Service ? Extension Service ? Farmer Cooperative Service ? Farmers Home Administration ? Forest Service ? Office of Information ? Rural Electrification Adminis stration. The Soil Conservation Semce has been assigned the admimv trative responsibility for programs. SCS employs a project coordinator and provides technical and financial assistance when the Secretary has authorized a project for planning. . The following types of project measures are eligible for federal cost - share assistance on private and public lands when community benefits are derived: Critical Area Treatment (Erosion and sediment control) up to /S percent Federal. Flood Prevention up to 1W percent Federal. Public Water ? Based Fish and Wildlife and Public Water Baaed Recreation Developments up to 5U percent - includes purchase of land, construction and basic recr"tl? facilities. The facilities could be with existing lakes or new ones^ Farm Irrigation Measures Up to 5?ui[deDrdnage Measure# Up to 50?lCMd Water Conservation Management for Agriculture Re lated Pollutant Control Measures 100 Percent for construction cost. Acce related Services 100 Percent technical services. RC&D loans up to a maximum 100 percent are available for local sponsor s share of above type project measures. RC&D programs are flexible with project measures added or deleted each year de pending upon local sponsors de sires. The size of a project is determined by the number of counties desiring to participate and sponsoring an application. As of March 31 . 1977 there were applications involving 355 counties on a national level. North Carolina has three applications involving lb counties at present. There are six projects withatotalof30count.es that have been authorized for federal assistance in North Caro lina.
