In District Court Man Bound Over In Brother's Slaying Edwin Byron Parks was ordered bound over to the grand jury for action after Judge Joe Dupree ruled probable cause was found on a ? murder charge. Parks, of Rt. 3, Box 87, Raeford is charged with the shotgun slaying of his brother, Billy Gray Parks, 38, last Feb. 10. The prosecution put on only one witness during the hearing Friday, Clayton Parks, a brother of the dead man and the accused, who testified that he and his brother Billy went to Edwin's trailer together and the two men argued. Parks testified that Edwin told his wife to throw him his gun and that Edwin said he would "kill both those sons of bitches". Parks testified that Edwin shot his brother and tried to shoot him but that he ran from the scene. Parks told the court that his brother Billy always carried a .38 caliber pistol around in his pants pocket but that he did not see Billy threaten his brother with the gun. In other cases, Raymond H. Deberry, Rt. 1, Box 458, Raeford, pleaded guilty to public drunken ness and misdemeanor breaking and entering and larceny. He * received seven days retroactive to date of arrest on the durnkenness charge. Sheriff D.M. Barrington informed the court that DeBerry served ten years in prison on a conviction for assault with intent to commit rape and the judge handed the defendant a two - year active term on the breaking and entering and larceny charge. Henry Locklear, Rt. 2, Box 69-F, Raeford, pleaded guilty to driving while license revoked and received a four month term suspended on payment of S200 fine and costs. He was placed on probation for 18 months. Lance M. Kasney, Fayetteville, pleaded guilty to a worthless check in the amount of $189 to Carolina Country and drew a 90 day term suspended on payment of resti tution and costs by July 1. Barbara M. Oxendine. Rt. 4. Raeford, pleaded guilty to trespass and received a prayer for judgment continued (PJC) for three years and was fined costs. A charge of assault on a female * against John L. McNeill, Rt. 3, Raeford, was dismissed by the state. Robert J. Ramsey, Rt. 2, Box 172-D, Raeford, pleaded guilty to * larceny and received a PJC for two years and was ordered to pay costs. He was placed on probation for two years and ordered to follow directions of probation officer in regard to mental health treatment. Gary M. Lomax, Rt. 1, Box 580, Raeford. was found not guilty of assault with a deadly weapon after the state presented no evidence. William D. Lunsford, P.O. Box 252, Raeford, pleaded not guilty but was found guilty of DUI (third offense). He received an 18 month term suspended for three and one half years and was placed on probation for three and one half years. He was fined $500 and costs, ordered to surrender his license and undergo alcoholic's rehabilitation at the direction of his probation officer. Breathalyzer reading was .22. Lunsford filed notice of appeal. Jacob C. Presley and Roger Lee Presley were found not guilty of a charge of aiding an escapee. The excapee, Clarence Freeman, a ' Sandhills Youth Center inmate, testified that he was crossing the yard of the Presley home when the elder Presley hollered at him and asked if he was running away from prison. Freeman testified that he told the man he was and then Presley offered to help him, he * testified. Freeman told the court he spent the night at the Presley home and the next day Roger Presley drove him to Moore County. The Presleys, representing them selves. denied having the inmate in their home and the younger man told the court he had only given a ride to Freeman who was out hitchhiking. Moldin Harris of Raeford was found not guilty of ADW and the prosecuting witness, Bessie Mae Harris, was ordered to pay costs for frivolous and malicious prosecu tion. A charge of malicious injury to personal property against Housey McDougald of Raeford was dis missed by the state. Robert Lee Blue, 401 Old Trailer Park, pleaded not guilty and was found not guilty of non - support of children. A charge of carrying a concealed weapon against James Lee Blue of , Fayetteville was dismissed. A charge of simple assault against Ruth B. Caddell, Raeford Apts., Raeford was dismissed. Howard F. Palmar, Rt. 4, Box * 722, Fayetteville, pleaded guilty to speeding 67 in a 55 tn.p.h. zone and received a PJC on payment of costs. W.J. Deese, Charlotte, pleaded guilty to illegal passing and was fined $10 and costs. Linda B. Torrence, Rt. 3. Box 245, Raeford. pleaded guilty to speeding 65 in a 55 zone and was fined $5 and costs. Thursday Session The following persons pleaded guilty to traffic offenses and receiv ed prayers for judgment continued (PJC) and were charged costs: Robert H. Carter, Rt. 3, Box 241 -B, Raeford, speeding 65 in a 55 m.p.h. zone; James D. Coughe noyr, Fayetteville, 65 in a 55 zone; Charles M. Richardson, 65 in a 55 zone; Gwendolyn M. Nettles, Rt. 1, Box 79-B, Red Springs, inspection violation (charge of having no operator's license dismissed); James H. Malloy, Laurinburg, 65 in a 55 zone; Alan L. Kenwood, Fayetteville. 66 in a 55 zone; Johnnie E. Johnson, Laurinburg, 65 in a 55 zone; Steven A. Harris, Rt. 2, Box 507, Raeford, 67 in a 55 zone. A charge of worthless check against Paul Rose, Rt. 1, Box 502, Raeford, for a check for S4.200 to Kevin Courtney was dismissed by the presecutor. A charge of no operator's license against Larry J. Shaw, Seventy First, was dismissed by the pro secutor. A charge of failure to appear against Howard Hayes, 702 Saun ders St., was dismissed by the prosecutor. A charge of escape against Clarence W. Freeman, Sandhills Youth Center inmate, was dismiss ed by the prosecutor. Nathan Bullard, Rt. 1, Aberdeen pleaded guilty to careless and reckless driving after the state dismissed a charge of DUI and received a 30 day term suspended on $25 fine and costs. Breathalyzer reading was .06. Russell J. Phillips, P.O. Box 262, Raeford, pleaded guilty to speeding 86 in a 55 zone and DUI and received a six month term suspend ed for two years. He was placed on probation for two years, ordered not to drive until properly licensed and fined $200 and costs. Breath alyzer reading was .12. George S. Moore, Rt. 1, Box 397, Raeford, pleaded guilty to DUI and drew a 90 day term suspended for 12 months. He was fined $150 and costs and a limited driving permit was granted. Breathalyzer reading was .16. James T. Miles, Fayetteville, pleaded guilty to DUI and drew a 90 day term suspended for 12 months. He was fined $150 and costs and a limited permit was issued. Breathalyzer reading was Barry V. Holt, P.O. Box 42, Raeford, pleaded guilty to a stop sign violation and received a 30 day term suspended on $10 fine and costs. Daniel T. Piengenelli, Fayette ville, pleaded guilty to speeding 80 in a 55 zone and drew a 30 day term suspended on $35 fine and costs. Anthony C. Dwayne, Ft. Bragg, pleaded guilty to speeding 74 in a 55 zone and drew a 30 day term suspended on S20 fine and costs. Howard Hayes Sr., 703 Saunders St., pleaded not guilty and was found not guilty of simple assault and the prosecuting witness, Shir ley Honeycutt, was taxed costs for frivolous and malicious prosecu tion. On a second count of simple assault Hayes was also found not guilty and the prosecuting witness, R.B. Jones, was taxed costs for frivolous and malicious prosecu tion. Cliffard H. Haaf, Fayetteville. leaded guilty to speeding 70 in a 5 zone and drew a 30 day term suspended on S20 fine and costs. On a third charge, Hayes pleaded guilty to failure to appear and was given a 30 day term suspended on S25 fine and costs. William B. Powers, Aberdeen, pleaded guilty to having no opera tor's license, no valid inspection and following too closely. All cases were consolidated for judgment and he received a 60 day term suspended on $35 fine and costs. William Smith. Rt. 1, Box 216-B. Shannon, pleaded guilty to assault on a female and received a PJC for three years upon payment of costs. Kevin McNulty, 513 E. Donald son Ave , pleaded not guilty but was tound guilty of attempted larceny and received a PJC for two years. He was placed on probation for two years and fined costs. Tommy McEachern. 670 Hoke Loop. Fayetteville. pleaded not guilty but was found guilty of driving left of center, failure to stop for blue light and siren and carrying a concealed weapon. All cases were consolidated for judg ment and he received a six month term suspended for two years on $200 fine and costs. He was ordered not to carry any concealed weapon for two years. Stephen H. Coughlin, 216 W. Donaldson Ave., pleaded guilty to making an unsafe movement and was fined costs. Wayne V. Thomas, 507 N. Saunders St.. Raeford, pleaded APPOINTED -- D. Ralph Huff. Ill, of Raeford Savings and Loan Association, has been appointed to serve a three-year term on the Board of Directors of the Mid-State Lung Association. Huff s appointment was announced by the Association president. Dr. H.D. Ireland, at the annual meeting held recently at McCain Hospital. He is a native of Hoke County and a graduate of University of North Carolina, Chaple Hill. He and his wife, Linda, and young daughter. City Man Completes Job Corps Training Corpsmember Jimmy McPaul, of Rt. 3, Box 335, Raeford, took part in the 216th graduation exercise of the Singer Breckinridge Job Corps Center in Morganfield, Ky.. on May 25. Corpsmember McPaul success fully completed studies in appli ance repair and plans a career in the field of household appliance repair. The charge was reduced by the state from 73 in a 55 zone. John E. Martin, Fayetteville. pleaded not guilty but was found guilty of speeding 65 in a 55 zone and received a PJC upon payment of costs. In a second case. Martin pleaded guilty to speeding 65 in a 55 zone and was fined $5 and costs. James T. Farr. Fayetteville, pleaded guilty to speeding 70 in a 55 zone after the state reduced a charge of 76 in a 55 zone and he received a 30 day term suspended on S20 fine and costs. Jerry R. Watson. Rt. 4, Lot 21, Fayetteville .pleaded not guilty and was found not guilty of having no operator's license. James D. McNeill. Rt. 3. Box 71 . Raeford, pleaded not guilty and was found not guilty of having no operator's license. A charge of having no operator's license against Jerry Chavis. Rt. 3. Box 460, Fayetteville, was dismis sed by the prosecutor. Swimming Lessons Set Swimming lessons sponsored by the Hoke County Parks and Recreation Commission will begin June 13. Registration will be held at Armory Park 9:00 a.m. to noon on June 3 and 4. There will be a S2 charge per child. All children must be registered before the lessons begin in order to partici pate. AN OPEN LETTER To All The Citizens of Hoke County from CITIZENS IN SUPPORT OF EDUCATION "We regret that neither the Superintendent of Public Instruction nor the Board of Education saw fit to answer the questions put to them on page 14 of the May 5 issue of The News-Journal. We felt we had a right to ask such questions in The News-Journal - not as a form of harassment, but to sincerely find out why the decision to swap principals was necessary. We still feel that they have a responsibility to answer questions or explain why they would not answer. We still feel that the decision can - and should - be reversed. It CAN be reversed by a motion and majority vote by the Board of Education. It SHOULD be reversed because the swap entails only costs with no benefits for any of us. The decision will cost us in terms of some unhappy principals, teachers, students, and par ents. (We have yet to find anyone who agrees with or is pleased with the decision.) There will be costs in tax dollars (approximately $2,500). There will probably be costs in terms of good teachers who will leave us - or good teachers who may avoid Hoke County because of fear of similar treatment. Now, ask yourself - 'What are the benefits of this decision as far as students, teachers, princi pals, or parents are concerned?' If you are unable to come up with an acceptable answer to this question, you should call the Superin tendent, the members of the Board of Education and the County Commissioners (the County Commissioners should be especially interested in where the Board intends to find the approx. $2,500 in tax money to pay for this decision). Or, you may wish to attend the next Board of Education meeting. In any case, each of us must do something to help get this decision reversed. And this is espec ially true for those who are not affiliated with the school system and do not have to fear retribution for our actions. Do not be misled by statements such as 'there are things in the principal's records but they can't be discussed' or 'it is a board member's duty to support the Superintendent'. In our opinion, there has never been anything in the High School principal's record to warrant such a decision. It is also our opinion that the Board's duty is to arrive at prudent decisions that will maximize the benefits - and minimize the costs - to our school system. We are convinced that, should the decision be reversed, we would be able to forget this unfortunate incident and could once again hold the Board and Superintendent in high esteem. But, if we are made to suffer the costly results of the decision as it stands now, many of us will find it very hard to forgive them for doing this to our school system - and to us.
