Topic of the meeting will be the importance of a literacy council to the local movement, in which volunteers are trained to teach adults to read on an each-one-teach -one basis. A literacy council would serve as a coordinating body and insure the effort's success. Federal grants have been obtained by St. Pauls and Laurinburg for use in their literacy programs. "Statistics show that a third of the Hoke County population can not read, and we certainly need some special effort here," says Mrs. Reba Holmes, VISTA Volunteer in Literacy for Hoke County. He was a retired vice president of North Carolina National Bank. A native of Stanly County. Lentz worked in banks in St. Pauls and Red Springs in Robeson County and in Fayetteville before moving to Raleigh. In 1936, he helped organize the Raleigh Industrial Bank and served as its vice president and cashier until 1946. That year it became a full commercial bank and Lentz was elected president. In 1952, the bank changed its name to First National Bank of Raleigh and Lentz was named chairman of the board. Through a series of mergers, the bank became part of NCNB. He is survived by his widow, Mrs. Sally Mitchner Lentz; son L.A. Lentz. Ill of Raleigh; stepson, John C. Broughton of Raleigh; sister, Mrs. OUie Bennett of Charlotte; and two grandchildren. Funeral services were held at 3 p.m. Monday at the Brown- Wynne Funeral Home chapel in Raleigh. Burial was in Montlawn Memorial Park. Funeral services were conducted Dec. 1 at the East Lumberton Baptist Church, with Rev. Norman A. Wheeler and Rev. William H. Ginn officiating. Burial was in the New Hollywood Cemetery. Health Agency Application Placed On Public View Cardinal Health Agency's pro posed application for full designa tion as a health systems agency was Filaced on public view for 30 days ollowing a public meeting in Lumberton on Nov. 30. Final approval of the agency's Annual Implementation Plan was postponed by the Cardinal board pending review by the Department of Health, Education and Welfare (DHEW) Region IV office in Atlanta. In other business, the board approved a SI. 28 million addition to Southeastern General Hospital here, extended the approvals given in 1976 for construction on two nursing home projects in Cumber land County, and endorsed the concept of a pilot comprehensive stroke center program sponsored by the North Carolina Heart Asso ciation. Cardinal has been conditionally designated by DHEW since July, 1976. The agency has been review ing capital expenditure projects for health care to determine if they qualify for reimbursement under Medicare and Medicard. Cardinal recommendations presently go on to state and federal officials for final action. When Cardinal becomes fully designated, the board will have final review authority as well as planning and development respon sibilities. The application for full designa tion will be available for public examination in the Cardinal office. 202 West 27th Street, Lumberton, through December. The National Health Planning and Resources Development Act of 1974 requires the Cardinal board to have a majority of health care consumers plus at least 40 percent health care providers representing physicians, institutions, health in surers and others. There must also m i u be public officials on the board. The Cardinal board may revise the application in the light of comments received when it con siders approving the application for submission to DHEW in Jan. 1978. The Annual Implementation Plan will become a part of the application when it is approved by tne board. The long-range Health Systems Plan, already adopted, is also a part of the application. Southeastern General Hospital has plans to construct a four-story building to house the purchasing and data processing departments, air conditioning and electrical equipment and some 26.000 square feet of general and specialized storage. Section 1 122 of the Social Securi ty Act requires that such projects be reviewed if any part of the expenditure is to be reimbursed under Medicare and Medicaid. The purpose is to insure that federal funds are not used to support unnecessary expenditures for health care equipment of facilities. The new owners of Whispering Pines Nursing Home in Fayetteville and proponents of a new facility in Cumberland County, called Bethesda Nursing Home, gained Section 1122 approval in Nov. Approval is for one year. The board gave both sponsors an additional 90 days to get their projects underway. The N.C. Heart Association made a formal presentation to the Cardinal board in October, seeking endorsement of a pilot program concept to attack the high incid ence of cerebrovascular disease (stroke) in the area. The associa tion anticipates that the program would be funded by DHEW. Cardinal's health service area is composed of 15 southeastern North Carolina counties, from Pender. New Hanover and Brunswick on the coast to Anson and Montgo mery in the west and including Moore. Harnett and Sampson counties to the north. The National Health Planninp DECORA TING ??
