The project is being financed totally with federal Revenue Sharing funds, according to the acting county manager. Patrol Cars Bids on two new patrol cars for the Sheriffs Department were awarded to Raeford Auto Co. The board decided at its last meeting after only one bid had been received, to seek bids outside the county in an attempt to get a competitive price. In all. three bids were opened. Eleven thousand dollars was budgeted for the cars, and the Raeford Auto Co. bid was well within the budget, at $10,400. That price included some extras -- 400 cubic inch engines and tinted glass. Mobile Home Ordinance A proposed ordinance governing mobile home parks and a zoning ordinance were presented to the county commissioners Tuesday morning by Bill Altman. county housing inspector. No action was taken on the proposed regulations. The board will consider these proposals at a future meeting. Altman told the board that some changes had been made in the ordinances based on comments made at various public meetings. The county attorney advised the board to make the regulations effective at least three months after passage in order to give people the chance to become familiar with them. ? Female Prisoners State law now requires a matron to be on duty when females are housed in county jails, and in order to avoid this additional expense. . the Hoke Board of Commissioners authorized the sheriff Tuesday to seek a contract with Cumberland County to house females that might be arrested here. Sheriff D.M. Barrington told the board he thought Cumberland County would be willing to house Hoke's female prisoners for a daily fee. He said that , in the past, his department has not processed that many women, and he did not feel that the situation here warranted hiring a full time matron. The board approved requests by the sheriff for comprehensive liability insurance for his department and for an additional $990 in the department's uniform budget. The board approved a minimum wage adjustment for the county's Comprehensive Employment Training Act (CETA) employees. Appreciation The board also approved a resolution of appreciation for the late T.B. Lester. It reads as follows: Whereas Thomas Benton Lester. Jr.. served as County Manager and Accountant for the County of Hoke from February 13, 1%1 until his death on the 8th of November. 1977. And whereas by his patient and quiet demeanor and by his discerning and understanding way. he found favor with all those with whom he came into contact, especially the citizens of Hoke County whom he faithfully served, and his fellow County employees. And whereas Thomas Benton Lester. Jr.. served Hoke County well, giving himself unreservedly, putting the work of the County ahead<of his individual aims and goals. Now therefore the Board of Commissioners of Hoke County in Grateful recognition of his service rendered to the County of Hoke, ^ind in grateful recognition of his devoted and loyal friendship to each member of this Board does: 1. Record with sorrow the passing of Thomas Benton Lester. Jr.. on the 8th day of November. 1977. 2. Express heartfelt thanks for the loyal and devoted service rendered by Thomas Benton Lester. Jr. 3. New city maps became available at the Chamber of Commerce, and the South Hoke Community Center began serving hot meals to senior citizens as part of the county's nutrition program. Amid growing protests from parents and students, the board of education in May transferred Allen Edwards to Upchurch Junior High and an organized group. Citizens in Support of Education in Hoke County, sprang into existence to oppose the board's actions. The Sandhills Mental Health Center outlined to county commis sioners plans to establish a separate facility in Hoke County. Also in May, the continuing controversy over the local school situation spawned the Hoke County Parent and Teachers Association. Hector MacLean, chairman and chief executive of Southern Nation al Bank, spoke at the annual Raeford-Hoke Chamber of Com merce banquet. After deliberating two and a half hours, a Hoke County jury found Allen Dwain Smith. Jr. not guilty of the killing and robber)- of Robert L. Brooks at his Rockfish store, i Following Smith's acquittal, the | District Attorney's office formally dismissed charges against two other men who had also been charged in the murder. The 82nd Airborne Band gave a concert on the lawn of the Presby terian Church here in May. And the Lions Club Annual Scholarship Award, named the Clyde F. Knox Scholarship, was presented in June to Marilyn Gay Barnes, a nursing student at UNC-Charlotte. For lack of a second, a motion to leave Elwood Ave. as a one-way street died in June at a city council meeting. Paul Rose, owner of a Hying school at Raeford Municipal Airport, filed suit against the city in June over ownership of a hangar at the field. And that same month, the city council adopted a budget that brought a two cent increase to taxpayers. Also in June. Dayna Pate resigned as manager of the chamber of commerce.
