Johnson Seeks 4th Legislative Term Joy J. Johnson threw his hat into the ring this week for a fourth term to the North Carolina General Assembly from the 21st District. The 21st District includes Hoke. Robeson and Scotland counties. In announcing his candidacy. Johnson said: "I pledge, as always, to represent all the people fairly and faithfully. Also, 1 pledge to work diligently to improve the economic, educational, and energy conditions in the district and state, to expand the industrial, business and agricultural employment and development and to make state government more responsible, accountable, efficient and effective without additional taxes." Johnson said he would officially file for the seat within the next 15 days. Johnson is a former Fairmont town commissioner. A graduate of Laurinburg Institute, he holds bachelor of arts and bachelor of divinity degrees from Shaw Univer sity. He also received an hoiiorary doctor of divinity conferred by Friendship College. Rock Hill. S.C. Hunt Names Cherry To District Bench Sol G. Cherry has been ap pointed by Gov. James Hunt to a vacant district court judgeship in the 12th Judicial District of Cumberland and Hoke counties it was announced last week. The announcement was made EMC Fuel Adjustment Charge Rises The fuel adjustment factor on bills received by member-consum ers of Lumbee River Electric Membership Corporation during the month of January will be .00401 cent per kilowatt-hour, or S4.01 per 1 .000 kwhs, it was announced this week. In announcing the higher fuel factor. LREMC general manager Deri Hinson explained that the fuel charge per kilowatt-hour is passed on to member-consumers of the cooperative exactly as it is billed to the cooperative each month by Carolina Power and Light Co. "CP&L bills the cooperative each month for the fuel necessary to generate electricity for the coopera tive's more than 16,000 member consumers in Cumberland, Hoke, Robeson and Scotland counties," Hinson said. Hinson continued by saying that CP&L cited a refueling shutdown of one generating unit at the Brunswick Nuclear Generating Plant and a stockpiling of coal in anticipation of the United Mine Workers strike as reasons for the increase in the cost of fuel. following an interview with the governor late Friday afternoon. Cherry will replace Coy E. Brewer, Jr., who was named to a superior court judgeship in Nov. He will have to run in the Democratic primary in May to retain his seat on the bench. Cherry was one of two nominees for the district court seat. The district bar association nominated Cherry and Assistant District Attorney Leighton McFarland for the post last month. Although he has been in private practice since 1974, Cherry served as the district's first public defender and has also been an assistant solicitor. McFarland said Friday he did not plan to run for a judgeship and would remain with the district attorney's office. Cherry's appointment brings the judicial district back up to the Five district court judges authorized by law. Other xounty positions up for election this year are the clerk of court, coroner, and soil and water conservationists. Juanita Edmund is presently clerk of court. The county coroner is Frank Crumpler. R.E. Neeley and J.W. Hayes are the soil and water conservationists. District court judgeships will be up for election, as well as represen tatives of the 21st legislative dis trict. The seat held by Charlie Rose, in the 7th Congressional District, will also be on the ballot. Airport (Continued from Page 1) airport. "There may not be enough business at the airport for two operations." Harris continued, "but if people are willing to go into business on an airport and are willing to invest a reasonable amount of money for facilities, the FAA assumes there is enough business. If he (Vance) wants to invest, he has a right to do so." Councilman Vardell Hedg peth asked Harris: "In refer ence to the complaint, has the city done anything wrong?" "No," Harris replied, "we I don't think the city has done anything wrong yet. But Vance has a legitimate right to deal with the city for an operation at the airport in the future. The complaint is that the city won't deal with him. We think the city should. "I asked Mr. Thacker what he wanted at the field," Harris went on to say. "He said he wanted the large hangar and some other land. I told him: 'Well, if that's what you want, you want too much.' What he wanted constituted exclusive rights to the airport. I talked to him about competition, and he said he would rather not have it. But he said he wasn't afraid of it. He said he realized that you couldn't run a federal aid facility like a private business." Harris told The News-Journal after the meeting that the complaint will not affect any federal money for the local airport unless the FAA deter mined that the city has granted exclusive rights to the field. He said the FAA has made no such i determination and is optimistic that the city will be able to work with Vance in resolving the matter. What if the city can't come to terms with Vance? "Well, coming to terms is a two-way street,' Harris said. "What we're interested in is that the city give him a reasona ble opportunity to do business at the airport." Harris told the board that the FAA would consider the com plaint satisfied once Vance has had this opportunity. He also told the council that the FAA considers Thacker's present operation "too scat tered" and recommended that the city re-negotiate his lease to consolidate his activities in one area. He said Thacker had expressed a willingness to do this. Mayor McNeill said that the board had adopted some rules and regulations for the airport (Aug. 1974). Harris called them "pretty scanty." "The rules you have are fine," he said, "but you need to beef them up, particularly about (parachute) jumping." Part of Vance's complaint is that the unicorn at the field is not being operated to give airport advisories, Harris said. He said the radio should be monitored, especially when jumping is going on. Bill DeLoach, FAA engineer, who was with Harris at the meeting, said that advisories for the Raeford Airport are being issued through the tower in Fayetteville. DeLoach said he had gotten such an advisory when landing at the field, warning him that parachuting was in progress in the area. Harris said the city should have bought the land around the airport that was purchased by Thacker. He recommended that the city buy the land instead of acquiring easements. He said Thacker had indicated to him that he was willing to sell. FAA grants are available for land purchases, Harris told the board. The council took the FAA recommendations under advise ment.
