.Test Drive Results In Loss Of Car The folks out at Hoke Auto were |h in for a surprise last Wednesday when a fellow came in for a test drive, jumped behind the wheel of a car priced at 57,900, and drove off, never to be seen again. The man came into the car dealership and requested a test fc^drive in a red 1978 Camaro. Milt Bullard, sales manager, was work ing with another customer, and gave tne man the keys to the car he ?wanted to try out. Bullard, who says that he doesn't want to answer any questions about the incident, was told that the (Oman's Lincoln would be left on the lot with the keys in it. Sure enough, the car was left there, and when the prospective customer didn't return with the Camaro, Hoke Auto learned that the Lincoln had been stolen from a ^.dealership in Fayetteville. ? "I understand that fellow in Fayetteville was glad to get his car (the Lincoln) back," Younger Snead, Jr., owner of Hoke Auto, -.said. Snead said such a thing had o never happened to him before. "At least nothing quite like this," he said, "although I have had cars stolen. "I hope maybe when my car runs out of gas, I'll get it back," he continued. Tuesday afternoon, the car still had not been found, although investigation into the matter is continuing. Commissioners (Continued from page 1) present and the new laws uniform. 4* V TOBACCO, COTTON County Agricultural Extension Chairman Wendell Young told the commissioners the county s tobacco income \n 1978 grossed about ^$5,792,000, compared with $4,757,119 the previous year. He pointed out that last year's pro duction expenses were somewhat higher than the previous year's but the 1978 production brought an increase in income after expenses. L He reported cotton yields in the lOCounty averaged 792 pounds per acre, with three farms not yet reported, but the average would run more than 600 pounds per acre, the county's best ever. He said the state average for last year was close to nearly 600 pounds. Si BOARD OF HEALTH The commissioners adopted a motion to appoint Dr. Dennis B. Russell, a dentist, to serve the unexpired portion of the term of vthe late Dr. Julius Jordan on 'County Board of Health. Dr. Russell's office is in Fay etteville but his home is in Raeford. Dr. Jordan died January 22. DOG WARDEN V In an executive session, the commissioners inspected applica tions for the position of county dog warden, then, reopening the meet ing to the public, adopted a motion to turn over the applications to the ^.?County Board of Health for screen ing and interviewing and sub sequent employment of one. REAPPRAISAL PREPARATION The commissioners in prepara tion for the 1982 reappraisal of -(^property for tax purposes heard - explanations from professionals of what they could do. No prices were quoted, because Balfour said the commissioners would not go into the costs at the meeting. The professionals were John Furmage of Raeford, a land sur veyor; James Morgan, of L. Robert Kimball & Associates of Ebens burg. Pa.; S.F. Westbrook, Land mark Engineering Co., Inc., of Cary; Scott Camp of News Map ping Co., Athens, Ga., based primarily in Polk County. N.C.; Ralph Trask Jr. of Trask Aerial Survey Co., Myrtle Beach, S.C.; and Carlos U.H. Ulloa of Cardan Mapping Systems Copr., Char lotte. The property re-evaluation will "%e made in compliance with the state law which requires each county do this every eight years. CETA The commissioners in other <"^business adopted a motion to turn * over to the state Employment Security Commission in Hoke County the administration of the federal Cooperative Employment Training Act program. Commis sioners said the details of carrying ^>ut the CETA programs made " more work than they could handle, on top of the county's other business. ESC spokesmen John Upton and Stephen Benkosky told the com jbnissioners the ESC is willing to run ^Moke's program. FLOOD INSURANCE The commissioners decided to Vve a resolution prepared for aJoption to provide proposed ^federal flood damage insurance protection for Hoke County resi dents but to accompany it wiht a .1 letter appealing the mapping done by the U.S. Department of Housing and Urban Development showing what the federal agency considers the county's flood - hazard area. The resolution on the federal insurance for the county is to be adopted at the commissioners' next meeting, to meet the Jun; 2 federal deadline, so people with buildings and those who will build in the designated flood - hazard area will be covered if flood damage occurs before the area is remapped. Jack Ellis, head of the county's inspections department, recom mended the HUD be appealed, saying the area was too large. He said the U.S. Soil Conservation Service could do an accurate job of mapping for that purpose since ii knows the county. AREA V EMS The commissioners in other business tabled consideration of issuing a letter supporting an application of federal funds for planning in connection with a proposed 15 - county area emer gency medical services project. The commissioners said they favored improvement of emergency medical services but did not see that the area process involved was proper. DeVane said the application tor planning money would precede the actual application for funds for the improvements. He said the boards of directors of three of the Councils of Govern ments approved the filing of the proposed application before the member counties individually were asked to consider it. DeVane, the Hoke County mem ber of the board of the Lumber River COG. said he would have to know how the other Hoke com missioners felt about the matter before he could vote as a member of the COG board, whether or not he agreed with the other commis sioners. The government would provide half the necessary funds. Balfour said in commenting on the project it looked like it was geared more to a county with a hospital. ADVANCEMENT, INC. The commissioners endorsed Advancement, Inc., a federal pro gram to provide new jobs. Hoke is in a four - county group Advance ment serves from Lumberton. Earl Fowler, manager of the Raeford - Hoke Chamber of Com merce, presenting the request for endorsement, told the commis sioners the Advancement fund needs refinancing, that the pro gram has benefited Hoke and that no county money has to be con tributed. Fowler said he could see that the money can be used to create new industry. MUTUAL AID Written agreements among Hoke and Cumberland county fire de partments to provide each other aid in case of war emergencies were approved by the commissioners. The agreements were presented by Bill Niven. Hoke Civil Prepared ness director, to the commis sioners. The motion approving the agreement asks the Civil Prepared ness director to check into the possibility of getting a written agreement with not only Cumber land but all counties adjoining Hoke to provide mutual aid in emergencies during peacetime.
