In brief, if a Hoke County
business or industry needs or
wishes to expand its facilities or to
institute required or desired pollu
tion control measures that cost
money (a minimum of SI million),
that business or industry may apply
to the Hoke County Industrial
Facilities and Pollution Control
Financing Authority for the funds
it needs.
If the Authority approves the
application, the necessary money
will then be raised through the sale
of bonds, and the business or
industry will realize a much lower
loan-repayment cost than it would
otherwise encounter if applying
directly to financial institutions.
Gibson said he feels that the
presence of this board in Hoke
County will be attractive to indus
tries that may consider locating
here and will, in the final analysis,
benefit all the people of Hoke
and surrounding areas.

including several vehicles, at 11
a.m. the same day at the same
place. County Commissioner
Danny DeVane has advised the city
manager he would serve as
auctioneer for both sales free of
charge.
Matthews said city employees are
allowed by law to bid on the city
property.
ALTERNATE
The council approved SR 1149
and 1244 as an alternate traffic
route to N.C. 211. The county
commissioners last week approved
the alternate, proposed by the State
Department of Transportation,
subject to approval by the City
Council, since the alternate lies
within the city zoning area.
The alternate is designed to
reduce truck traffic through
downtown Raeford.
Matthews informed the council
that state law now permits, in
effect, the town to do business with
any member of the council, the
member concerned cannot par
ticipate in the vote, and such a
transaction is limited to one a year
for any one councilman.
The law permits this by speci
fying that an incorporated of 7,500
or more population cannot do
business with its councilmen.
Raeford is exempted by the
change because its population is
less than 7,500. The law refers to
"conflict of interest" in an elected
public official selling goods or
services to the community he
serves.
CABLEV1SION
The council approved on second
and final reading an increase of 50
cents in the basic service charge for
the first outlet provided by Jones
Intercable, Inc., for Cablevision in
Raeford. The increase will make
the monthly rate S7.50 effective
Oct. 1.
The request for permission to
increase the rate was unopposed at
both council meetings at which the
readings were held. Doyle Graves
of Jones Intercable said the in
crease was needed because the
