Raleigh, to attend the North Carolina ASCS State Conference held October 8 - 10. Every two years a state wide conference is held so that county office personnel might meet and hear USDA officials comment on farm programs in existence and forecoming proposals regarding agricultural production and policies. North Carolinas' Commissioner of Agriculture, Jim Graham opened the conference on October 8th with comments from Governor Jim Hunt on October 9th followed by a banquet that night in which Senator Robert Morgan presided. On Friday, October 10, R.W. Wilkins, chairman of the ASC State Committee, presented various awards to state and county ASCS employees who have made sig nificant contributions to agricul ture and have performed their duties in a manner of excellence. Among those honored from the Hoke County ASCS Office were Sandra H. McMillan, Ruth L. Phillips, Jeanette M. Williamson and James W. Thomas with a Certificate of Merit group award for dedication and outstanding performance of duties in a manner well exceeding the norm. Also attending the conference from Hoke County were Julian Love, Bobby Strother, Jessie J. Locklear and John B. Currin. USDA NEEDS COMMENTS The United States Department of Agriculture needs comments and recommendations by December 2 on the 1981 Upland Cotton Pro gram, says C.P. Stewart, state executive director. Agricultural Stabilization and Conservation Service, USDA. Stewart added that several questions and provisions should be reviewed such as: If a set - aside is offered, should the number of acres planted to upland cotton be limited, and if so, to what extent should the acreagc be limited? How much should upland cotton acreage be reduced below 1980 planted acreage to qualify or have guarantee of target price protection on 1981 planted acreage? How much national program acreage is needed and what should the program allocation factor be for upland cotton? Stewart explained that the term "national program acreage" means the number of harvested acres of cotton which USDA estimates is needed to supply both domestic needs and export requirements during the entire marketing year August 1, 1981 through July 31, 1982. The minimum national nro gram acreage is set by law at 10 million acres. The state director said that ASCS also needs to hear comments on "whether compliance with the farm normal crop acreage" should be a condition of eligibility for approval of producer loans and payments. Stewart explained that the loan rate announcement deadline is November 1 and the deadline for announcing the national program acreage and the voluntary reduc tion percent is December 15. The other provisions do not have a statutory deadline. Finally. Stewart said that the proposals will be published in the October 3 Federal Register.
