Highlights Of 1981 In Hoke Here are highlights of 1981 in Hoke County taken from the files of The News-Journal and continuing the report started in last week's dition. MAY Tom Howell was elected presi dent of the Raeford-Hoke County Chamber of Commerce for 1981 82. J. Kenneth Clark, a native of Raeford, has been named vice president for corporate communi cations by Duke Power Co. 9 Rose Parish and Earl Oxendine, Jr., are serving as pages in the State Senate the week of May 3. Unemployment in Hoke County totaled 10.6 per cent in March, the State Employment Security Com mission reported this month. The March rate was .1 per cent higher than February's. Burlington Industries is giving Hoke County a 6.7-acre tract near its Raeford plants to the county for ^development into a recreation park. The Raeford Planning Board voted 6-0 against recommending a variance in zoning to allow con struction of eight four-family two story buildings on U.S. 401 north bypass between North Fulton Street and North Magnolia Street. ^ The Raeford Planning Board 'voted 6-0 against recommending a variance in zoning to allow con struction of eight four-family two story buildings on U.S. 401 north bypass between North Fulton Street and North Magnolia Street. The zoning ordinance permits only two-family buildings. The board voted after hearing protests from North Fulton area residents. The development would be a federal rent-subsidy project, low-income ^people could rent with federal help if they couldn't afford to pay the rent from their own resources. May 10 shootings outside a rural club fatally wounded two men and less seriously wounded five others. Warrants have been issued. The county school board reduced to $799,297 its requests totaling $895,000 in county tax money for its 1981-82 budget. ^ Brad Turley. fired by County Schools Supt. Raz Autry as Scurlock School custodian, has been rehired. He will start work in June in the county schools' main tenance stall. The school board had upheld the authority of the superintendent to tire. Rains help Hoke County crops and pastures. The May 6-7 rainfall ranged from 1 .7 to 2. 1 inches in the k Raeford area. Wendell Young, county Agri cultural Extension Service chair man. informed the county com missioners he would retire June 30. Jane Pratt, reared in Raeford. and the state's first woman to serve in Congress, died May 13 in Charlotte. She served the un expired portion of the term of Congressman W.O. Burgin after he died in 1946. I Mrs. Bertie Haire has been appointed county senior citizens' coordinator, filling the vacancy left when Josephine Hall retired. The 1981-82 Raeford-Hoke County Chamber of Commerce officers were installed and State Sen. Sam Noble was guest speaker at the chamber's annual dinner meeting. A S3. 453. 524 general fund budget and no increase in the property tax rate for 1981-82 has been presented to the county commissioners for adoption. The Raeford City Council sup ported the City Planning Board's L recommendation that a variance in zoning for apartment construction in the North Fulton Street area be denied. The developer wanted the variance to build federal rent subsidy apartments in buildings of four apartments each instead of two apartments each as the zoning ordinance allows. A 2-year-old boy vas hurt fatally and five other people, including his father, were injured less seriously June 6 in a Hoke County traffic accident four miles north of Red Springs. Margaret McKenzie county school board officer manager, was honored by the staff on her coming retirement. She has served 41 years on the school board staff. Raeford's city budget for 1981-82 is $2,345,104, which is $101,509 higher than the 1980-81 budget, but the 60 cents per $100 tax rate has been left unchanged for the new fiscal year. The Rev. Arthur Winstead is the new pastor of Raeford United Methodist Church, succeeding the Rev. Kelly Wilson, Jr., assigned as pastor of St. James in Tarboro. Winstead was transferred from First of Williamston. An $83,063 federal Com prehensive Employment and Train ing Act contract has been awarded to the county school board for summer employment and training of 66 young people ages 14-21 . The Hoke County commissioners adopted a 1981-82 budget of $3,499,884 for the general fund, about $99,000 greater than the previous year's. They left the tax rate at $1.01 per $l0O. JULY Lin wood Huffman was named assistant principal of Upchurch Junior High, succeeding W.K. Morgan, who resigned to become Red Springs High principal. The Hoke County school board voted to reinstate four Hoke County High vocational education teachers scheduled to be dropped for economy reasons. A storm which dumped four inches of rain on southeastern Hoke County brought lightning also that set a tire that destroyed an unoccupied tenant house, and the lightning itself damaged another home and appliances in another. The storm also knocked out power in some sections of the county. Later in the month, wind ac companying a rain - and - lightning storm knocked down tree limbs which, in turn, broke down about a half mile of power lines north of Raeford. AUGUST Hoke High started football prac tice under new head coach Tom Jones. Tony Thacker, 19, is runnerup lor the Senior Class championship of the National Parachuting Cham pionships. The competition was held in Muskogee. Okla., and it was Thacker's first experience in a national event. A 42 - year - old Favetteville roofing contract was killed when he fell on 220-volt power lines on the roof of Upchurch Junior High School's main building. The school system's 1981-82 budget which includes $855,620 in county funds was approved by the school board. Five men were ordered by Dis trict Court Judge Joseph E. Duprec lo buy $500 each for the burial expenses of the two men who were shot fatally in the May lOgunfight outside a club on Rt. 1, Red Springs. Lee Croft, a McCain correctional officer, was named Hoke County Law Enforcement officer of the Year. SEPTEMBER William Northern will leave his job dI assistant agent for field crops with the Hoke County Agricultural Extension Service this month. He plans to return to South Carolina and enter private business. North ern was appointed to the Hoke Extension staff in February. Hoke High's varsity and junior varsity opened their 1981 football season with victories over Cape Fear High's squads. Hoke County's schools started classes September 3 for the new school year. The Raeford Savings & Loan board approved an intent to merge the institution with Heritage Federal Savings & Loan based in Monroe. The driver of the car involved in the fatal injuring of a 2 - year - old boy June 6 was found not guilty of the charge of causing the child's death. The judgment was issued following a hearing in District Court. Three Raeford doctors an nounced they plan to go to a private program offering medical services on nights, weekends and holidays, periods outside regular office hours. The program will replace the Hoke County Medical Better ment Association's clinic, which has to close this month bccause federal financial aid was being cut off. Hoke County's sales oi beer on Sundays was legalized when a motion to repeal the county s 1971 ordinance was approved by a majority vote, 3-2, by the county commissioners. A Hoke County man was killed when he stepped on a tallen power line knocked dow n when his car nit a utility pole. Willie Featherstone assumed tne duties of Hoke's Extension chair man. He was appointed to fill the vacancy created by Wendell Young's retirement. Featherstone was an associate agent when he was appointed chairman. Ginny Leach is named a Daugh ters of the American Revolution Good Citizen. The low bids for the general construction and electrical work of the Raeford city waste-water treat ment plant were found to total $784,870. The City Council voted to accept them and to apply tor $22,500 more in State Clean Water Bonds money to help pay the $45,000 extra the project will cost. The city will pay $22,500 of the extra cost. The state previously approved a $90,000 Clean Water bonds grant. OCTOBER The Hoke County commissioners authorized a study be made to determine the feasibility of estab lising a water system for all or part of the county. . Eight candidates including the five incumbents have filed for the seats on the Raeford City Council. Mayor John K. McNeill, Jr., is unopposed tor reelection. The City Council repealed the city's 196b ordinance prohibiting the sales of beer and wine on Sundays for off-premises con sumption. , An $11,000 state grant tor the Mill Prong House has been ap proved bv the General Assembly. The approval was recommended by the State Historical Commission. The Hoke County commissioners vqted unanimously to accept . the International Business Machines low bid of $67,439 to supply the county with a new computer Hoke County District c"urt Judge Joseph E. Dupree tound no probable cause tor a murder 'against Larry Wayne Brooks o Shannon in the May 10 shooting ot Ronnie Jacobs. Jacobs was one ot two men wounded fatally by gunlire outside a Rt. 1.
