N.C. r Food Stamps (Continued from page 1) stamps that failure to report changes in income can be blamed on any of several reasons, in cluding: The recipient not understanding, or being irresponsible, or illiterate, or attempting to defraud. He also said that, before space changes were made, two specialists were in the same office interviewing applicants. The applicants con sequently were reluctant to provide the confidential information nec essary. because they were afraid that the other applicants in the same room might be neighbors overhear the information and pass it around in the community. Witherspoon said that changes authorized by the county com missioners have eliminated this problem. An applicant now can provide information ,in a single interview alone in an office without fear of being overheard. The notices to report changes in income are accompanied by a self-addressed envelope, and the recipient is saved the expense of buying postage to mail the reply. Witherspoon added. After 10 months' work, he said, the spe cialist also tells the client how important it was to report changes in income. . . , ? Regarding the officials publicity early this month. Hunt blamed the t state's errors on food stamp workers in the counties and said that if it were up to him he'd dismiss workers unable to remedy overpayment problems. "If they worked for the state. Hunt said, "we would just fire them." He was quoted at one of his weekly news conferences. Morrow at her January 6 press conference reported in the 15 months period the state made $6.5 ^ million in overpayments and $5.65 t million in payments to ineligible people. She also said she might ask the Legislature to take the food stamp program from the counties and contract with private companies. Witherspoon said that before Morrow held her press conference "we had been concerned with the potential for errors." He referred to the notification system started a year before to help prevent them. Witherspoon said that ? Morrow before the press conference "didn't ask anybody what they were doing about the problems." In the letter he wrote Thursday. Witherspoon told Morrow her press conference "caused serious damage to a program already under attack concerning credibility." Witherspoon also told the re porter that it has been suggested ( that one specialist be provided for every 200 food stamp cases. He said this would mean adding three more specialists to his staff. He said more people aren't needed. What is needed, he said, is improving the efficiency of the operation, "not the old bureau cratic solution" of adding more people. I'm uncer- ? tain as to the year but believe it was late '38 or early '39. This job paid one dollar per week. This was paid jointly by you, Paul, Capt. Billings ley. and J. Minor Davis. Atter leaving school I was to work at both drug stores (Reaves Drug Store and Hoke Drug Co. before returning to The News Journal on a full-time basis in the . spring of 1941. At this time both you and Paul were in military service. In August '41 1 replaced Jenny Clark, who left the Post Office Department to marry George Bethune, as a postal cleric in the Haeford Post Office.
