Residential, Business Telephone Rates Increase Carolina Telephone today an f-unced that a $15.9 million local service rate increase authorized last week by the North Carolina Utili ties Commission was put into effect beginning April 14. All Carolina Telephone Cus tomers will be affected by the rate change, which will be reflected in their bills dated after April 14. In addition to the new basic monthly rate on the customer's bill, which is ?jled 30 days in advance, some customers will receive a one-time adjustment under the heading "Other Charges and Credits" to reflect the new rate from April 14 to the date of their bill. The Commission's order also included an increase in Extended Area Service (EAS) rates, an increase in miscellaneous equip ment and services rates, and an adjustment in service connection ?arges. The existing and new rates for local one-party residential and business telephone service, in cluding EAS where applicable^ for customers in this area are as follows: Residential: Raeford exchange -- existing rate, $5.95; new rate, $7.20. Business: Raeford exchange -- ?isting rate, $14.90; new rate, 7.95. Rates for two-party and four - party service increased proportion ately to the one-party rates. If the customer rents his tele phone set from the company, rather than owns it, a telephone rental charge ($1.25 for a basic set) is included in the bill, in addition to the monthly rate for basic service. T.P. Williamson, vice president - administration, said, "The effect of Commission's order on rates for asic local service and EAS is this: a residential customer's cost on average will increase less than 5 cents per day, and the business customer's cost on average will increase about 19 cents per day. "The price for telephone service has not kept up with inflation, as can readily be seen in a comparison with the increased prices of most goods and services today. In our last two rate cases, we were granted much less than we had requested and less than we need to maintain our construction programs. "In fact, the demand on facilities and strain on our resources for replacement may require future pricing options. These options, based on usage, could give custo mers an alternative to the in creasing rates for our present flat rate services. "With deregulation taking place in our industry, and with the resulting increase in competition, flat rate prices for local telephone service are bound to increase." Last August. Carolina Telephone applied for increases totaling S47.2 million, later amending that re quest to 545. 8 million due to existing revenues remaining higher than earlier expected. Then, in February, the Commission ap proved statewide long distance rate increases giving the company ap proximately 57. 1 million and re ducing its rate case request to approximately $38.7 million. The $15. 9 million that was granted represents an increase of about 12.58 percent annually in the company's local service revenues. Carolina Telephone, the second largest of the state's telephone companies, serves about 567,000 customers in 50 counties, mostly in eastern North Carolina.
