NO GROWTH BUDGET ... We observe in the Fayetteville Observer that the 1982-83 propos ed budget shows a "no growth" 1 was approved by the Cumberland County Board of Health, after the board eliminated an unfilled sanitation position and cut re quested funding for dental sup plies. K The budget received a round of applause from Virginia Thomp son, board of health member and chairman of the board of county commissioners. Commissioners ' are once again asking all county departments to maintain a "no growth" budget. Except in unusual cir cumstances, we think the Cumberland County Commis sioners are on solid ground to halt the run-away inflation. We feel that Town Commis sioners, County Commissioners, the General Assemblies over the nation and Congress should at tempt in every way possible to hold expenditures down this year DR. MACDONALD ... Dr. Jef fery MacDonald who was con victed in Federal Court in Raleigh m February 1970, of killing his wife and two children, has been in and out of court many times and faces three life sentences. DRINKING ... It seems that in recent weeks and months we can detect a stronger feeling for more stringent laws on drinking, with so many deaths and wrecks attributed to over-drinking and continuing to drive. We feel that such an awakening has not come too soon According to the Wall Street Journal, "Half of the traffic fatalities in the U.S. each year are caused by alcohol-related crashes, in which approximately 70 persons are killed each day." F. LEE BAILEY ... We have been watching the newspapers in recent days regarding the charge against F. Lee Bailey, for driving while intoxicated in San Fran cisco, Calif. Bailey is probably the most noted criminal lawyer since the death of the late Clarence Dar row, who died in 1938. The jurors who heard nine days of testimony, deliberated about tVi hours before returning the ver dict in which Bailey was found in nocent of driving under the in fluence of alcohol. But he was also convicted of running a stop sign Feb. 28 as he drove along a fashionable Pacific Heights street. EDDIE KNOX ... N.C. Citizens who want Eddie Knox to be Gover nor have organized a statewide committee supporting the Charlotte Mayor, who has filed with the North Carolina state board of elections.
