Deaths And Funerals Mrs. Muj Patterson Smith Mrs. Mary Patterson Smith, 77, died Sunday. The funeral was conducted \ Thursday afternoon at Biggs Funeral Chapel. Burial was in Meadowbrook Cemetery. Surviving are her sons, H.B. Smith of Lexington, N.C., Jack Smith of Lancaster, S.C., and Donald Smith of Florence, S.C.; her daughters, Mrs. Mary (Gentry) Arnette of Dillon, S.C, Mrs. Colleen (N.A.) Wilson; Jackson ville, Fla., Mrs. Ann (Scott) Camp, ) Columbus, Mrs. Nell (Charles) Averitt, Raeford, Mrs. Pat (Marion) Swindell, Hertford, and Mrs. Louise (Earl) Floyd of Kings tree, S.C.; her sister, Mrs. Velma (Raymond) Kinlaw of Lumberton; 42 grandchildren; and 25 great grandchildren. Hoke > Agricultural Extension News by Willie Featherstone, Jr. Agricultural Extension Agent ^ FARMLAND PROTECTION POLICY ACT BECOMES LAW The Agriculture and Food Act of 1981. P.L. 97-98, was signed into law on December 22, 1981, by President Reagan. It contains a very important subtitle: Section 1539 describes the Farmland Protection Policy Act, which establishes a national policy to "minimize the extent to which Federal programs contribute to the f unnecessary and irreversible con version of farmland to nonagri cultural uses, and to assure tnat Federal programs are administered in a manner that, to the extent practicable, will be compatible with State, unit of local government, and private programs and policies to protect farmland." The Department of Agriculture is designated as the agency pri 9 marily responsible for implement ing the policy. The term_ "farmland" includes all land defined as "prime farm land and "unique farmland" by the Secretary of Agriculture, and other farmland of Statewide or local importance as defined by State or local governments and endorsed by the Secretary of Agri culture. The term "Federal program" ^ means those activities of any unit of Federal Government that involve (a) undertaking, financing, or as sisting construction or improve ment projects; or (b) acquiring, managing, or disposing of Federal lands and facilities. The USD A. in cooperation with other units of the Federal Govern ment, is to develop criteria for identifying the effects of Federal k programs on the conversion of ? farmland. All Federal agencies are then directed to use these criteria and consider alternative actions that would lesson the conversion effects of their activities. The Secretary of Agriculture is required to report by June 1983 to the agriculture committees in both the House and the Senate on progress made in implementing this policy. ? The Secretary of Agriculture is also encouraged to provide tech nical assistance to any State, locality, or qualifying nonprofit organization that wants to develop programs to limit the conversion of productive farmland to non agricultural uses. A farmland-resource informa tion program is created and is to be ^conducted by existing USDA "agencies in cooperation with State cooperative extension services. This landmark legislation, sup ported by a bipartisan group of legislators, establishes firm Federal leadership in projecting our nation's farmland. State and local governments and private organi zations now need to join in if the policy is to become fully effective. SECRETARY BLOCK DIS |CUSSES FARMLAND CONVER SION In a recent television news interview Secretary Block re sponded to a question on farmland conversion as follows: "The Federal Government can take some leader ship. but most of the effort must be made at the State and local levels. This is not a matter that can be dictated at the Federal level. ^ However, we can stimulate action. W Already there are innovative ac tivities in some States that help protect agricultural lands. 1 intend to provide staff people to work with the States, and with State Depart ments of Agriculture, to help them move in this direction. We really do need to take leadership. This is -a serious problem. There probably isn't anything more valuable in this country than our rich agricultural lands, and we just can't continue to ) pave this land over with asphalt at the rate we are doing today." ?
