Over 3 Tiny Islands In South Atlantic Chile, Argentina Near War In 1978 by Joe Aschenbach National Geographic Newt Service It could easily have been a preview of the Falkland Islands crisis: Argentine warships moving into position in the cold waters off the South Atlantic to press their claim to some tiny, desolate islands near the bottom of the world. That state of near-war occurred just 3Vj years ago on the border between Argentina and Chile over three islands that are so small they don't appear on many maps. Even more isolated and less populated than the Falklands, they had been declared Chilean by a British sponsored international arbitration panel. Gunfire was averted only when the Pope agreed to mediate the century-old controversy between the rival neighbors. It was the first time since 1493 that the Vatican had to step into a South American land dispute. In Papal Hands The appal emissary shuttled across the Andes between Buenos Aires and Santiago, but the conflict over the islands in the Beagle Channel is still unresolved. Con sidered one of the most serious threats to peace on the South American continent, it is now in the hands of Pope John Paul II. Representatives of both countries have been meeting with the papal mediator in Rome to try to end the standoff. Until the Vatican was called on to intervene, the two nations had. since the days of Queen Victoria, usually turned to the British as the trusted arbiters of their differences. In this latest tug of war over the islands, Argentina had initially resisted this path, fearing bias because of its own dispute with Britain over the Falklands. In 1971, however, both Argentina and Chile agreed to the binding arbitration of the five-member international panel, whose findings were subject to Queen Elizabeth's veto power. The panel decision, approved by the Queen and announced six years later, was denounced by Argentina as violating its national interests. Like the Falklands 300 miles away, the Beagle Channel seems an unlikely spot for conflict, situated at the southernmost tip of South America below Tierra del Fuego. Naturalist Charles Darwin, who sailed through the channel in 1833 aboard its namesake H.M.S. Beagle, likened it to "the valley of Lochness in Scotland, with its chain of lakes and friths..." See Around Them Most people haven't heard of the three disputed islands: Lennox. Nueva. and Picton. Rocky, windy and treeless, they are inhabited only by a handful of Chilean fishermen and shepherds. "It's the sea around them that's important and the 200-mile eco nomic zone that comes with them." said political geographer Dr. Mar tin I. Glassner of Southern Connec ticut State College, a specialist on the law of the sea. Possession of the land, he said, means control of surrounding waters. The islands are looked upon as stepping stones to potential deep sea and minerals and to future claims to valuable Antarctic terri tory. Ownership of them also is a matter of intense nationalistic pride to the two nations, who share a bitter history of conflict over their 3.298-mile common border. The Beagle Channel is their final boun dary dispute. The problem stems from the STUDENTS' ART ?? It gave Chile all the islands "south of the Beagle Channel up to Cape Horn," but it didn't actually spell out the chan nel's course, which forms the international border at this point. Chile sets it on a totally east-west course, north of all the islands. Argentina contends the channel veers south at a certain point and then stops, placing the islands to the east andm the Atlantic Ocean. Argentina points to an 1893 treaty to back its claim that Chile is considered a Pacific Ocean country and should stay out of the Argen tinian-controlled South Atlantic waters. History, however, has been on the side of Chile. Successive media tion efforts in the 20th century have pronounced the islands Chilean. But Argentina has just as persis tently said they're not. Finally in the 1970s the five member international panel was to settle the issue once and for all. But once again Argentina rejected an other ruling in favor of Chile. Final Earthly Authority That led to the near-war situa tion in late 1978 and the llth-hour papal intervention. Both predomi nantly Catholic countries agreed to put down their arms while the Vatican pondered the matter. The Pope's proposal, given to the two countries in secret in late 1980. was immediately accepted by Chile, but questioned by Argentina. While the mediators meet in Rome, periodic border closings and incidents have continued in the Beagle Channel itself. Earlier this year Chile accused Argentina of sailing a military vessel into Chilean waters. Argentina claimed the area wasn't Chilean. LAW For Laypersons It is always tragic to see any person injured in an automobile accident, but for some reason it seems doubly tragic when a very small child is hurt in a wreck. Perhaps it is because the child usually has no say in traveling in a car and certainly has no control over the car's movements. Although very small children will certainly not fit in seat belts provided by law in a car, many small seats are sold today which can be fitted in the car and used to restrain a child safely in the event of a wreck. Unfortunately, many parents do not take the precaution of buckeling their small children in. On July 3. 1981. the North Carolina General Assembly took the initiative to pass a law requiring the State's drivers to be responsible for placing their children in a restraint system in their car. Hope fully, this law will reduce the number of car related injuries to children. The act is not effective, however, until July 1, 1982, and it will remain in effect only until June 30. 1985. The idea behind allowing the act to be effective only for a three-year period is to allow the University of North Carolina High way Safety Research Center to conduct a study to determine whether the act is really effective in reducing death and injury to children in car accidents. If the study determines that the act is not at all effective, it is likely that our legislators will not extend it. How ever, if the Research Center does determine that death and injury to children in car accidents has in fact been reduced, the act will certainly be extended beyond its June 30, 1985 deadline. It administered first aid on the scene to five people. One call required heavy dilty equipment. The members worked a total 82:05 hours, and the squad vehicles traveled 286.4 miles* using 68.8 gallons of gasoline. Of the calls 10 were highway accidents involving personal in juries, three were highway acci dents involving property damage, one was a house call, one a shooting, one a sick call, three public service, and two programs for the public.
