At the commissioners' public hearing, Balfour pointed out to the audience that the budget shown and the tax rate can be changed before the commissioners adopt a budget and tax rate, and that the tax rate can come "up or down." Autry, who appeared at the hearing with the members of the school board, said that "we've got some real problems" but indicated that he would not bring up the school financial matters at the public hearing since they would be taken up Tuesday night at the separate meeting of the school board with the commissioners. He also said that he was not "all anti-Social Services" but that of the school system's total budget less than 10 per cent comes from the county while Social Services gets about 50 per cent. To this, Ken Witherspoon. director of the Hoke County Department of Social Ser vices, replied that the county share of the Social Services budget is 9 to 10 per cent of the total, that the Social Services budget "does not reflect policy" of food stamps, Aid to Families with Dependent Chil dren, and Medicare, among other items, just as Autry's budget doesn't show some specific school programs. Earlier, in reference to the school system, Autry said, "I think we have reached the point (in Hoke) that the people have to decide whether progress can be main tained." He said before this that the Hoke schools have made "tremendous progress." Autry pointed as evidence of this progress to the appointments of two Hoke High seniors this year to the U.S. Military Academy, one to the U.S. Naval Academy Preparatory Schoof (for subsequent admission to the Academy at Annapolis, Md.) and to the admission next year of two younger Hoke High students to the North Carolina School of Science and Mathematics; and to the total of SI 10.000 in scholarships awarded to this year's graduating seniors. ? ? ? LEGALS Water Supply Grant Application Project Number SBH-1213 County of Hoke The North Carolina Clean Water Bond Act of 1977 requires that public notice be given of receipt of each eligible application for a State grant from funds allotted for use in the various counties of the State to aid in financing the cost of con struction of water supply system projects.
