Plans TIP
Updating Meetings
The state Board of Trans
portation will begin a series of
public meetings on July 20 to
update the 1982-1991 Transpor
tation Improvement Program
(TIP).
Division 8, which includes Hoke
County, will meet July 29 at
Montgomery Technical Institute
near Troy.
The program was last updated in
December 1981. The TIP is the
department's basic planning docu
ment for all transportation im
provement programs.
The annual meetings, one
planned for each of the state's 14
highway divisions, will be similar to
public sessions held by the board to
update the TIP in 1981.
"This year's meetings," Secre
tary of Transportation William R.
Roberson explained, "will be con
ducted with emphasis being placed
on declining state highway reve
nues.
"When our Board updated our
current program last year, $1.2
billion in highway projects had to
be made inactive due to anticipated
lower funding levels for construc
tion," Secretary Roberson said.
He added that the $120 million
of additional revenue generated by
the Governor's "Good Roads"
program has been used chiefly for
maintenance to protect the highway
system as originally proposed. This
past fiscal year, the Board awarded
contracts to resurface 3,300 miles
of highways as compared to ap
proximately 350 miles the previous
fiscal year.
Roberson cautioned that unless
new sources of funds are found by
July of 1983, the state will not have
matching funds for federal highway
aid used in the highway improve
ment program. Currently 1977
bond funds for highway construc
tion are being used to match
federal aid.
These funds will be exhuasted by
July of next year. That will mean,
in effect, said Roberson, that "we
won't have a highway construction
program after that date!"
With this very severe problem
facing us, we strongly urge the
public to help us make a very
careful review of the projects
already in the 1982-1991 TIP,"
Roberson said. "We want the
people of the state to share with us
their opinions on what our priori
ties ought to be in view of our
funding crisis."

The secretary added. "We be
lieve the TIP is a positive approach
to scheduling highway projects and
other types of transportation im
provements involving aviation,
public transportation, rail and
bicycles. We need the public's help
to keep our program viable and
responsive to the transportation
needs of North Carolina.
"We will also bring people up to
date on the status of projects in
their particular area and provide
them a summary of our projected
revenues and the costs of con
struction," he said.
Local officials have been invited
by Gov. Jim Hunt, Roberson and

members of the Transportation
Board to make recommendations
on highway and other transpor
tation priorities at the sessions.
Roberson also issued a "special
plea" for citizens from all walks of
lite to participate in the meetings.
All of the meetings are scheduled
to begin at 2 p.m.
