Jean Powell Officer Of Y ear Jean Powell, an assistant district attorney, was chosen Friday night Hoke County Law Enforcement Officer of the Year for 1982 for her dedication, sincerity and ability in doing her job. She was elected to the honor by her fellow members of the Hoke County Law Enforcement Officers Association during their dinner meeting at the Woodmen of the World building west of Raeford. She has been serving as secretary - treasurer of the association since she was chosen to fill the vacancy created by the death in January 1979 of Archie Clark, Hoke County animal control officer at the time. The election was held during the association's Family Night pro gram. Miss Powell has been an as sistant DA since April 1978 and serves Hoke County District and Superior courts primarily. But this appointment followed a career that included work as a cook for ^a Tug boat plying the lower Yukon River in Alaska. This she did part of the year she spent in Alaska, starting in November 1975, serving with VISTA, Volunteers in Service to America. She went there after graduating from the Uni versity of North Carolina School of Law at Chapel Hill that spring. She had done her undergraduate work also at UNC-Chapel Hill. Miss Powell went to Alaska to work in legal services for VISTA. She said she joined the tug "Yukon" as cook after the ice cleared from the river, partly because it seemed a fascinating experience and partly because it would give her the opportunity to see other parts of Alaska. With VISTA legal services she was working in Nome. Yes, she said, replying to a question, the crew did think it somewhat odd for a woman to be working on the tug. The crew was composed of eight men and her. Jean Powell and she and the engineer were the only whites. The engineer also was an American, from Seattle, Wash., she said. The others were Eskimos. She said her work was hard, but the experience was good, and it also served to increase her appreciation of law practice. Miss Powell is one of two lawyers in her family. One of her three brothers is the other lawyer. The others are doctors. They are the children of Dr. and Mrs. J.B. Powell of Ginton, N.C. Their father is a dentist. Their mother is a teacher and assistant principal of Clinton High School. Miss Powell, a native of Ginton, worked a summer with a Ginton law firm while she was in law school, then for a year and a half with the same Firm full time, after her Alaska experience. She was with the Ginton Firm when she was appointed an assistant DA. During the association meeting Friday also, the members and their guests were given a program by members of the SBI Crime Laboratory staff.
