Stamp Fraud (Continued from page 1) PARTT1ME HELP The commissioners also author ized employment of a parttime assistant for County Tax Collector Elizabeth Livingston's staff, to work until the backlog is processed. BUILDING STUDY Southern National Bank's Rae ford city executive, Steve Parker, asked in a letter to Martin that the commissioners consider purchase of the bank-owned Pilot Building and an adjacent vacant lot, sug gesting that the building is large enough to allow for "many years growth" in county government office needs, "without worry for need of expansion." John Balfour, chairman of the board of county commissioners, appointed DeVane and Commis sioner Mabel Riley to investigate with Martin as a committee the building's possibilities. A com missioner suggested it might be the solution to the Sheriff's Depart ment's space needs. The Sheriffs Department is scheduled to use some space in the former Raeford Auto body shop building on the south side of Edinborough Avenue. The building is being changed for office use. The county bought the building and adjoining lot last winter for government offices. The committee was authorized by the commissioners also to spend up to $400 if necessary to employ a professional architect or engineer to study the building. FUEL TANK The commissioners also decided to apply to the Raeford city administration to have an area on the county-owned Edinborough Avenue lot rezoned to allow the construction of an area for a 10.000 - gallon fuel tank and gas pump and operation of the facility prin cipally for Sheriff's Department vehicles. APPOINTMENTS The commissioners appointed to the County Parks and Recreation Commission to three-year terms Gib Bernhardt, Debbie Little, and Mamie Bundy, and reappointed Tommy Macko. Mrs. Bundy was appointed in place of Mary James, who had been recommended for Federal Ax (Continued from page I) coordinator Carolyn McKoy said. It s going to have a severe impact." she said, adding that some of the elderly residents are already thinking about having to leave their homes. The Hoke County portion of the program was costing taxpayers approximately 510.452. Those funds went principally for the salaries for three workers, who are all over 60 and will be unemployed on September 30. The "Title 5" program was sliced from the federal budget after President Ronald Reagan vetoed the S14.2 billion supplemental spending bill on August 28. Funds for the program were funded through the Lumber River Council of Governments (COG) and administered by the Hoke County DSS. The Reagan veto is not likelv to be over-ridden by Congress, "ob servers have said. There are no other programs in Hoke County that could imme diately replace Title 5. McKoy said. Vacancies must occur in two other programs here, before the 30 elderly recipients could be ad mitted, she added. Although many of the recipients are aware that the chore program will end on September 30, DSS Director Ken Witherspoon says he plans to notify all of the residents this week. "This cut upsets me. I think that we have a moral obligation to help older people," Witherspoon said. "These aren't welfare cheats. These are people that have worked all their lives in Hoke County. All they have done is grow old," he said. "It hurts when this type of program is cut out," he added. appointment by the commission because Mrs. Bundy lives in the Rockfish community, which had no representation, and Mrs. James lives in Raeford, which already is represented. Mrs. Little, of Clay Hill, was appointed to replace Lillie Bratcher, who has served the maximum two terms allowed, and Mrs. Bundy, to replace Shirley Gibson, who is unable to serve another term at this time. Bernhardt was named to fill the vacancy created by the resignation of Cecil Bond, who has been transferred to the Burlington In dustries Clarksville, Va., plant. He was manager of the Raeford Plant of Burlington when he was trans ferred. The commissioners also adopted a motion to have a letter sent to the commission that the county com missioners' board is on record asking the commission to consider recommending appointment to the commission someone from a sec tion not represented on that body. CRESTLINE COMMISSION The commissioners reappointed M.A. Robertson and D.R. Huff, Jr., and appointed Harry Teal to the Fire Protection District Com mission for Crestline Fire Depart ment for two-year terms. Teal was named to succeed Carson Currie. who has moved out of the district. LANDFILL COMMITTEE Balfour appointed himself and Commissioner James A. Hunt as the county representatives to work with Raeford city representatives to iron out problems concerning the city-county landfill. Was the Rose Bowl score 8-7? * * * Last week 1 wrote about an old picture that ran elsewhere in the paper and asked that people try to help identify the people in the picture. This week I received the following letter: Dear Sam: The Masonic picture in The News-Journal of September 3, 1982 is alleged of circa 1930. There is a possibility that this is correct. However, the mode of dress of the military man on the front row fails to support this. He is wearing a waist-length blouse (Eisenhower jacket) that was not in general issue until late 1944. My estimate is that these gentlemen are to be identified with a later era. probablv the mid 1940's. Sincerely William B. Cox 518 Beverly Drive Gastonia. N.C. Thanks Bill for the letter and your close observation. The era for the jacket is correct for 1 wore one in 1944. I believe that it is an officer's blouse that was worn with pinks for many years in the Army. If you will observe it seems that the officer is wearing an apron, worn by Masons, and this gives the effect of a w aist type blouse or jacket that was worn during World War II. If I am not correct: I will stand to be corrected. Thanks, again. * ? ?
