. . Terminal Approved (Continued from page 1) |On a merger of the airport which ? was approved by the Hoke County Commission in September, council members unanimously ratified an agreement to share the facility on a 50-50 basis with the county. The move sets in motion a series of steps which is expected to lead to the appointment of an airport commission before the end of the year. Under the plan the now city ) owned facility will be turned over to the commission for control by the end of the fiscal year. That autonomous commission will be given a budget, and the cost of funding the airport will be split with the county and city on a 50-50 basis. Currently the city averages spending between $25,000 and $30,000 each year to support the ) airport, Matthews said. Two of the members of the new five-member commission will be appointed by the city, two by the county and one by the Chamber of Commerce. City and county officials feel that a well-run efficient airport is essential to attracting industry here. The appointment of members to 0 the commission is one of the most important choices that city and county officials will make, Mat 1 thews said. "1 believe these Five people will hold the real key to the economic growth of the county," the city manager said. On other matters, the council decided to: ?Approve a proposal by the state DOT to widen NC 21 1 west to three lanes from the Raeford Medical Center to the city limits. The work will begin in the next year. ?Received for information a plan by the DOT to repave Pros pect Street from Main Street to the city limits. The work will take place in the next year, a DOT spokesman said. ?Appointed Kay Thomas to the Raeford Housing Authority. ?Noted that the city will receive $69,507.08 in Powell Bill funds this year. ?Voted to OK a DOT plan to make the speed limit on US Highway 401 Bypass a uniform 45 miles per hour. ?Following a public hearing, which no members of the public at tended, voted to use $5,000 in Revenue Sharing funds to light a tennis court in McLauchlin Park. ?Adjourned into executive ses sion to consider a proposal for seven acres of land adjoining the Raeford Cemetery. No action was taken following the closed meeting. . . In still further business, the commission took action on these matters: | "Approved a bid from "Hedgpeth Insurance to write the coverage on all county property, except vehicles. Hedgpeth received the contract after presenting a low bid of $12,294. ?Agreed to provide S3, 400 for the purchase of a new truck for the Hoke County Forrest Service. The balance of the cost will be paid by the state. ^ 'Delayed the appointment of new members to the Hoke County Council on the Status of Women until the next meeting. ?Tabled until the next meeting the appointment of a replacement for Robert Taylor on the Raeford Housing Authority. ?Approved the reappointment of Oscar Lee Chavis and Ken Koonce to the County Recreation Commission. Alphonso Pickett and Jimmy Wood were also ap pointed to the commission to replace retiring members Elga Langdon and Prince Black. ?Received for information a let ter from Governor James B. Hunt declaring Hoke County eligible for Farmers Home Administration disaster assistance loans. ?OK'd the shifting of the coun ty's bank accounts to Heritage Federal Savings and Loan. Up church, who serves on the board at Heritage, abstained from the voting. Landing zone This patch of grassy land looks like the ideal place for an unidentified flying object to land and remain unnoticed. This, however, is not a flying saucer or a Smurf hut. It is actually a wild toadstool that is growing snugly among the soft grasses in the suburbs of Arabia. 10- Year Old Arrested A 10-year-old Raeford youth and a Fayetteville woman were taken into custody last week after they were apparently spotted shoplifting in unrelated incidents, Raeford Police Chief Leonard Wiggins said. The 10-year old juvenile was ap prehended after he apparently stole a "pocket arcade" game from the Maxway store in the Edenborough Shopping Center. The merchandise was recovered, and the youth was turned over to the juvenile authorities, the chief said. In an unrelated case, a Fayet teville woman was arrested for shoplifting at the A & P Food Store in the Edenborough Shop ping Center. Charlene Gay of Fayetteville was arrested after she apparently took $17.14 in merchandise from the store. According to the chief, the mer chandise was recovered. A second juvenile was ap prehended last week after he ap parently stole a pocketbook from a car parked at the Raeford Presbyterian Church. The 14-year old was turned over to the juvenile authorities for disposition, the chief said. In other cases, Raeford Heating and Plumbing Company reported that someone had broken through a gate and stolen two batteries out of the firm's trucks. The case is still being in vestigated, Chief Wiggins said. Mid-South Vending Company also reported that someone had taken money from a company truck while it was parked outside the House of Raeford turkey plant. According to the chief, the money had been taken out of the House of Raeford vending machines and placed in the truck. An investigation into this case is continuing, the chief said. Judgeship Pending (Continued from page 1) well-qualified," Willcox said. There were 164 ballots cast dur ing the joint bar meeting, including the eight Hoke members. In the resolutions endorsing Pate, both county and city officials noted that Hoke County deserves the representation on the court. Out of the five District Court seats, Dupree is the only Hoke resi dent. There are no county residents on the Superior Court or serving in the District Attorney's office. In a recent move Chief District Court Judge Sol Cherry also chose three Cumberland County residents as the three Driving While Impaired (DWI) coor dinators who will serve in the judicial district. "1 believe we need at least one county resident serving with the court," Hoke County Commission Chairman John Balfour said. Hunt, Governor of North Carolina, The Capitol, Capitol Square, Raleigh, N C. 27611 Gaddy Bid Rejected The issue of city's re-hiring former Raeford Manager John D. Gaddy is apparently "closed." Caddy's re-employment surfac ed Monday night during a regular City Council meeting, after Coun cilman Joe Upchurch noted that the city "owed" the former manager the courtesy of an answer to an earlier request for a job. In March, Gaddy wrote present City Manager Ronald Matthews requesting "some type of available employment with the city." Included with the letter was a petition signed by about 60 county residents encouraging members of the city council to consider Gaddy 's employment. Apparently when the letter was sent to Matthews and carbon copied to all of the members of the council, Gaddy had already met with the city manager and been told no job was available. Gaddy resigned from his posi tion as manager after pleading "nolo contendere" to charges of mishandling city funds and proper ty. The former manager was given a probationary sentence but later pardoned by Governor James B. Hunt. "I think that it is a matter of courtesy. He's been pardoned by the Governor. 1 think his letter should be acknowledged," Up church said. The matter of Gaddy's employ ment had been discussed in the spring by the council, and received for information. No action was taken. Councilman Vardell Hedgpeth said. Matthews noted that he had spent two hours with Gaddy and had attempted to explain why there was not employment for him with the city. "1 told Gaddy that there was not a job for him. I think the issue is closed," Matthews said. Gaddy said last week that he believed that the city owed him a job in some capacity. "I don't want Matthews' job. 1 just want a job," Gaddy said. Hoke Population Grows The population of Hoke County is increasing at a rate of 8% per year, a recent report from the North Carolina Office of Budget and Management shows. During the period from July 1980 through July 1982, Hoke County's population increased from 20,383 to 22,016, or 3,266 residents, the report shows.
