...County housing holds (Continued from page 1A) fiscal years 1986 and 1987 to "con tinue state assistance previously provided to local governments under the Clean Water Bond pro gram," according to the memoran dum. Residents protest A group of five county residents, led by Hosea Baldwin, appeared before the commission to voice complaints about new methods used for paving county roads. According to Baldwin, State Highway 1003, in the Stonewall Community, "is the roughest I've seen." Baldwin said the road has been paved by pouring a sheet of asphalt on the old surface and covering the sheet with loose gravel. Windshields have been broken and paint has been knocked off cars because of the paving, said Baldwin. "It's a problem," the man said. Even traveling slowly on the road does not help, he said. Balfour told the group that he has lost two windshields to the road's gravel. In response to the group, members of the commission voted to write a letter to the North Carolina Department of Transpor tation (DOT) and to forward with the letter petitions collected by Baldwin containing 330 names of area residents dissatisfied with the paving. The petitions are valid, said McFayden. Education funded Commissioners also voted to give the Hoke County Board of Education a requested $15,000 in funds to pay for the use of classrooms at Hoke County High School for a satellite of Sandhill Community College. The money will be paid out on a monthly basis like all other county funding given the Board of Educa tion, according to the motion. During budget negotiations in June, commissioners agreed to fund the Board of Education one twelfth of its* budget every month. The additional $15,000 will be paid the same way. For the first payment made on the additional money, twice the monthly amount to be paid from then on will be sent to catch up payments, said Cowan. Other action Commissioners also: ?Accepted as information a denial, by the state, of a request of a county resident to post speed limit signs in the Harmony Heights Subdivision. At July 1 commission meeting, a resident from the com munity asked that the limits be posted. J. A. There has never been a centraliz ed data collection center for in dustrial research before the institu tion of the Economic Development Commission, he said. Industry and businesses have seldom if ever been offered the "organizational support" that can now be given them by the commis sion. Howard pointed out the "quasi governmental role" and its advan tages to the economic cause. With direction from all branches of local government and input from the private sector via the Chamber of Commerce, Howard is better able to see the needs of the area and better able to set his goals and goals for the city and county, he said. Upon completing the presenta tion, Howard asked that he be allowed to update councilmen on a quarterly basis. Members of the council accepted the offer. "You should get together with officials from Raleigh and give this talk again, word for word," Mayor McNeill told Howard. "That's the type of thing that further sells the community," said the Mayor. Other motions In other action, councilmen voted to pay $40,582 for a new backhoe for city construction. Awarded the bid was North Carolina Equipment Company of Fayetteville. Councilmen also: ^Appointed Thomas Summers to the Housing Board of Appeals. ^Appointed Jimmy McPhaul to the Raeford Housing Authority. The job had to fall in someone's lap and this construc tion worker was one of the lucky ones. He and the rest of his crew worked with a jackhammer nearly all one day . Teeth chattered. Finally, the line was down and the hole filled in. Late last week, the street was re paved. Poster contest to be held All persons aged five through 17 years are invited to enter a poster contest sponsored by the North Carolina Turkey Festival Commit tee. The contest theme is "what is a parade." Posters may be drawn with any type ink or markers and can be decorated with paper mache or just about anything else the artist likes. Posters must be at least 9 by 1 1 inches. Use your imaginations, sponsors of the contest say. Posters will be judged on originality, neatness, and how closely participants follow the theme. The entry deadline is Friday, September 6, 1985 at 4 p.m. Posters will be brought to the Hoke County Public Library. Contestants must include their name, age, school and telephone numbers on -the back of the poster, r Labels for poster fronts will be provided by the festival commit tee. Posters will be judged in four catagories, kindergarten through fourth grades, fifth and sixth grades, seventh and eighth grades and ninth through twelfth grades. Beaty said thai board members should have given more considera tion to the fact that Baker acknowledged she had interper sonal problems. The judge also found that hostility could have been created by Baker's supervisor, West Hoke Principal Milton H. Williams, in that he directed problems with the teacher be brought to him instead of her. The principal should have also kept better records of the problems occurring with Baker during the 1982-83 school year. The judge said Board of Educa tion members should have placed t more weight on Baker's "excellent teaching record." The woman was awarded the "Teacher of the Year" award in 1983. Enviro-Chem Co.
