John V. Melvin, 21, 210 Rock- fish Road, Raeford, two counts of communicating threats; 30 days sus pended sentence, one year unsuper vised probation, $75 fine, pay all court costs. Janice Bullard, 22, Route 1 Balfour Road, Shannon, simple As sault; 24 hours in the custody of the Hoke County Jail. Alton Pevia, 16, Route 4, Raeford, simple assault; 30 days suspended sentence, 2 years unsu pervised probation, pay court costs, 24 hours of community service in 60 days. Anthony Kelly McLauglin, 24, Autumn Ridge Road, Charlotte, misdemeanor possession of a con trolled substance; 30 days sus pended sentence, $75 fine, pay all court costs. Jon Michael Shannon, 43, 5310 Birch Road, DWI Level Five; 60 days suspended sentence, 1 year unsupervised probation, $100 fine, $160 fee, 24 hours of community ser\'ice in 30 days. John Ralph Barbour, 56, 5962 Kellys Landing Road, DWI Level Four 90 days suspended sentence, year unsupervised probation, $ 150 fine, $ 160 fee, 28 hours of commu nity service in 60 days. Lorenzo Bain, 39, Hwy 71, Lum ber Bridge; driving while impaired level three, six months suspended sentence, two years unsupeivised probation, $150 fine, $160 fee, 72 hours community service to be per formed within 90 days. Carley Larene Allen, 19, Ouewhiftle Road, Aberdeen; driv ing while impaired level four, 90 days suspended sentence, one year unsupervised probation, $100 fine, $160 fee, perform 48 hours com munity service within 60 days. Last night the Hoke County School Board adopted a revised policy to addrc.ss problems of disadvantaged or “at-risk” students. The policy passed unanimously. Such students, the guideline states, arc often poorly motivated, disinterested in school work, have poor attendance records and frequently come from economically disadvantaged families. School Board Chairman John McAllister prompted the adoption of the policy as drafted by the North Carolina School Boards Association. He said while he was disappointed Hoke did not receive one of the 12 Smart Start pilot program.s, the initiative did help pool resources for improving children’s services. McAllister and former chairwoman Shirley Gibson served on the state commit tee formed in 1989 to address students who slipped through the cracks of North Carolina’s educational system. The new policy focu.ses on parental and community involvement in making sure children receive a good education. Tenets of the policy include improving motivation and communication of students and parents, encouraging respect for educa tion through various community groups, and helping families address socio-eco nomic barriers. It aLso calls for equitable funding and .support for differing levels, monitoring of student performance and hosting forums to raise community consciousness about the problems of at-risk students. “If we truly believe all children can learn, then this can help us,” Board member Charlotte Kelly said. Superintendent Bill Harrison agreed. “If we buy into our beliefs, that document can certainly help us.” Upchurch repairs ready by Thanksgiving In other business, Assistant Superinten dent Don Steed projects Thanksgiving as the date of completion for renovations as Upchurch School. The school is undergoing improvements after the board opened it last year to tempo rarily house Rockfish-Hoke Elementary until the new school’s completion. Then the board decided to reopen Upchurch as an elementary school perma nently to house both a year-round program and a traditional program. Steed said brick and electrical renova tions are “really on target” and “look real nice. Also, the board extended the contracts of assistant superintendents Steed and Gloria Williams until June 1997, the same date as that of Superintendent Harrison. CHAPTER 13 DEBT RELIEF Chapter 13 plans provide relief for people hardpressed by debts. Chanter 13 helps protect home, car and household property. Debtors under Chapter 13 agree to make reasonable monthly payments (approved by the court) on their debts. Creditors are paid at a rate debtors can afford. While under Chapter 13, debtors are protected from creditor harassment, lawsuits and repossessions. Home foreclosure can be stopped.
