Hoke (1827-1912) of Lincoln County, a major general in the Confederate Army. Government The county has a commissioner- manager form of government with fi\’e commissioners comprising tlie go\’erning body. The City of Raeford (county .seat) has a council-manager form of government with five councilmen and a mayor making up the go\'erning body. City taxes are 49 cents per hundred dollar valuation.
