Vanderbllt has entered suit to drive the numerous squatters from that part of Biltmore which was designed for a game reserve. The squatters have re tained attorneys and will nght the case on the ground that they have been in undisturbed possession 01 the land for seven years. SPAIN KICKING. She' Wants Us to Assume the Cuban Debt. By Cable to the Times-Vistor. PARIS, Oct. 20. The Spanish peace commissioners have not vet received from Madrid Instructions to bid adieu to Cuban sovereignty without further seeking to attach some condition pro viding for the assumption of the Cuban debt by the United States. If they remain as at present they are disposed and Instructed then the Spaniards will not at tomorrow's meeting recognize affirmatively the American position. They apparently Intend not to yield and they will tomorrow make another written presentment. NAVY DEPARTMENT HAMPERED. By Telegraph to the Times-Visitor. WASHINGTON. Oct. 20.-The Navy Department is hampered In Its desire to re-establish foreign naval stations by the limited number of fulT term men in service. The present enlisted force includes about eight thousand for a term of the war only and as peace may be declared daily they will be en titled to discharge nearly all of the twelve thousand, all the long term men are with Dewey's fleet. At the cabinet meet ing Delcasse read a dispatch from the French Minister at Peking announcing that a French missionary and several Chinese Catholics have been massacred or burned to death In a chapel at Pak- lung by a rioutous mob. The call is as follows: 'THERE WILL BE A CALLED MEETING OF THE BOARD OF DI RECTORS OF THE CENTRAL HOS PITAL AT THE INSTITUTION AT 5 O'CLOCK P. M. TUESDAY, OCT. 25TH, TO CONSIDER THE MAKING OF FURTHER PROVISION FOR FE MALE PATIENTS AND THE COM PLAINTS IN REGARD TO THE IN EFFICIENCY IN THE MEDICAL DEPARTMENT, AND SUCH OTHER BUSINESS AS MAY REQUIRE AT TENTION. From the above it will be seen that the call Is, among other things, to con sider "THE COMPLAINTS IN RE GARD TO THE INEFFICIENCY IN THE MEDICAL DEPARTMENT." What these complaints are is un known and probably will not be known until the board meets, but from what was learned they refer to Dr. F. D. Koonce, the assistant physician. The relations between Dr. Kirby and Dr. Koonce have never been pleasant, and Dr. Koonce was elected to the place in spite of Dr. Kirby's recommenda tion of another. It is understood from the board that the complaints must be submitted to the board in the form of charges and then investigated. When complaints of lack of efflciencv are made it Is right that the matter should come before the board Immediately. SAD LOSS. Mr. Thomas L. Blalock Died TKls Morning In Baltimore. Mr. Charles J. Parker received a tel egram this morning from Baltimore an nouncing the death of Mr. Thomas L. Blalock. jar. Blalock died from ty phoid fever after a snort illness. He was born in Granville county thirty one years ago. He graduated from Wake Forest College and then took a degree at Johns Hopkins University. In 1889 and 1890 he held a position in the experiment station in this city. At the time of his death he was supervis ing chemist for the Standard Oil Com pany in Baltimore. In 1885 Mr. Blalock and Miss Chloe Parker of this county were married. Miss Parker is a sister of Mr. Chas. J. Parker of this city. They have one child, a son two years old. The re mains will be brought to Granville county tomorrow and the funeral will be held Saturday afternoon. Mr. Bla lock's parents were with him at the time fo his death. Mr. Parker leaves for Henderson In the morning where he will meet the remains. Mr. and Mrs. Blalock were in Raleigh on a visit about a month ago. The announcement of his death is deeply felt here. FOR FAIR WEEK. What shall we do that will make Raleiprh more attractive during Fair week? This is a question that is being considered by a large number of people in this city. In response to personal appeals quite a number of our mer chants have promised to decorate their places of business. The city authorities have promised to decorate and illuminate. The State authorities will no doubt do the proper thing, and will illuminate their build ings and grounds. The practical question is to ea.cn reader, what are you doing? What will you do on that line? This Fair of 1898 will be a grand success, and you should be In the band wagon. WORK! WORK! WORK! is the idea now In order to make a success of any enterprise. A fair is like a bill of fare at a hotel. What suits one another does not like. To make the Fair a success there must be a great variety, from which each selects to his own tastes and all are happy, except a class of chronic kick ers, and though Raleigh has but few of such yet there are some. He or they, who could arrange a Fair to please, without obj-vction, every one would be a worker of miracles. It is a great job, with many hard places to work over, to get a great State Fair ready for its opening. President Cuningham and Secretary Nichols have done all that could be done and if the Fair next week is not a decided success the fault can not be laid to them. The Agricultural Department is well up with entries of farm products. That portion of Floral Hall set apart for domestic work and art is now short of space. The mechanical and farming implement space will be crowded. Nearly all the space for live stock Is spoken for. Every available foot of spa.ee for shows and amusement at tractions, refreshment stands, &c, is disposed of and the race stock stables are all engaged. Nothing in fact but the arrival of exhibits, attractions and placing them in position yet re- mains to be done for the gates to open and the crowd to enter and enjoy them selves, j Ample police regulations have been perfected to insure the best of order. No known immoral shows have been al lotted soace and none will be. Of course the Fair following fakir will be here. It would not be a Fair without him, yet he will find a poor field for any illegitimate purposes. In every Fair ground will be found the jewelry man who tells you he Is selling you a fortune for a nlckei, if you are taken in by such it will be your own fault. He who greedily grasps at the fortune for a nickel well deserves the result, it will be a lesson well learned and paid for. The social events in the city will be many and Interesting. Particularly so will be the reception given to the Maids of Honor by President and Mrs. Cun ingham at their residence on Hillsboro street, and the Marshals' ball at the Capital Club. The Wilbur Opera Company at the Academy of Music, and the Peruchi Beldeni Company at Metropolitan Op- . era House will appear every night. The Raleigh Electric Railway Com pany have made ample provisions for running a speedy schedule to the Fair grounds, and during the week the Sea Board Air Line Railroad will run trains from Union depot for the accommoda tion of the crowd. Road Superintendent C. B. Ray has put Hillsboro road and the otner roads leading from the citv to the Fair grounds in excellent condition for those who may use private conveyance to visit the Fair. In an everything has been clone to make the Fair a success and with good weather, everybody can have a whole week of real enjoyment. CLEAN CITY. Chairman Drewry says that the Street Committee now has a force of hands cleaning out the ditches and streets preparatory for the great Fair next week. Furthermore the street sweeper will get in its work on the paved and macadamized thoroughfares. Next Monday Hillsboro street clear out to the Fair grounds will be carp fully swept and sprinkled. Every day during next week two street sprinklers will be used to settle the dust on Hills boro street. Now that the city is going to this expense to give Raleigh the best pos sible appearance It behooves every cit izen of Raleigh to earnestly co-operate Let every one see that his sidewalk Is in the verv best best condition. Be sure to cut down any weeds which may be disfiguring the looks of your plaice. Some parties who have recently had their sidewalks paved have left some old bricks and other things piled upon the sidewalk or in the ditch. These should be removed wltout delay. TRAINS FOR GROUNDS. The Seaboard Air Line will run trains to teh Fair grounds from the Union de pot every thirty minutes during Fair week. This train will begin running at ten o'clock In the morning. This train, together with the street cars, will furnish abundant means for .reaching the grounds. Two colored haick drivers were before Mayor pro tern Powell for violating the city ordinances today and were made j to pay the costs In the case. RAILROADS TO CONSOLIDATE. The stockholders of the Petersburg Railroad Company and the Richmond and Petersburg Railroad Company, both of which are controlled by the At lantic Coast Line will hold meetings in Richmond, Va., on November 21, to ratify a proposition to consolidate the properties. The Atlantic Coast Line recently united the lines it controls in South Carolina. The action is for the purpose of reducing expenses. TO MARRY GEN. MERR1TT. Miss Williams on Her Wav to Meet Him in London Exact Date Not Settled. CHICAGO. Oct. 20. Miss Laura Wil liams of Chicago, daughter of Norman Wiliams, is Journeying over the Atlan tl.con the Cunard steamship Campania to be wedded in London some time within the next two weeks to Major General Wesley Merrltt, Military Gov ernor of the Philippine Islands, to whom her engagement was announced five months ago. Miss Williams, with her mother and brother, Norman Wil liams, Jr., sailed from New York last Saturday for Liverpool. The exact date of the wedding will not be settled, it is said, until the steamer reaches Liverpool, whither General Merritt expects to hurry from Paris in time to meet the boat. The ceremony will be performed in London, but, according to relatives of Miss Wil liams, few of the details had been ar ranged before the hour of sailing. The marriage, they say, will be without unnecessary publicity. Miss Williams has been abroad a great deal and has spent much time in London. When Robert T. Lincoln was Minister at the Court of St. James she was presented at the Queen's drawing-room with Miss Lincoln, and she has received much attention both in London and in Paris. WHAT THE WEATHER MAN SAYS. For Raleigh and vicinity fair tonight and Friday; Increasing cloudiness, with rain by Friday evening. The arrangement of pressure this morning is such that masses of air are being forced from the east and from the west into the Mississippi valley. Over the entire length of the valley from St. Paul to Vicksburg, rain is falling this morning, while It Is snow ing In Nebraska and the Dakotas. Fair weather prevails over all east ern States except Florida, where a heavy local rain of 2.52 Inches occurred at Jupiter. METROPOLITAN OPERA HOUSE FATR WEEK. The greatest of all the repertoire companies will put In one solid week at the Metropolitan Opera House all Fair Week. They have established themselves solid favorites in all the Southern cities, for the last two years without leaving it summer and win ter their success has continued putting in the summer this year in Nashville. John Marsh, colored, a flagman on the S. A. L. was knocked from a car early this morning. He was carried to Rex Hospital. His wounds are serious, perhaps fatal. The soldier, Robert Mitchell, who was found cut by officer Cates night before last continues to improve. His wounds are not serious. He refuses to tell who did the cutting. Miss Lydia Maverick Hoke and Miss Frances Burton Hoke, daughters o General R. F. Hoke, have returned from Lincoln Lythla Springs, where they spent the summer. John Davis, the convict who escaped yesterday morning from the State pris on haB been captured. Two blood hounds were put on his track and he was run down and caught before night. The negro ran about twelve miles. Mr. W. H. Fullwood, the clever ad vance agent of the celebrated Wilbur Kerwln Opera Company, which win appear at the Academy of Music Fair week, is among our visitors today. Mr. Dickeson thor oughly understates every detail of his business and will remain here until the show gives its first performance on Monday. THESE ARE QUEER ENOUGH. And Are Well Worth Reading for Other Reasons. A remarkable series of experiments, with a view to ascertaining the varia tions of temperature in trees, has been conducted by Herr F. Sehleichert, of Jena, who publishes the results in the "Naturwisenschaftliche Wnchens chrift." The mode of experiment was the fol f owing: A hole was bored In the stem of tree on north side at a height of H'.i metres (nearly 5 feet) from the ground. In the hole was placed to a depth of 12 centimetres (nearly r, inches) a thermometer, and sealed up with wax. A second thermometer similar to the first was fastened to a branch of the tree, so that the air civ culated freely around it. The readings of the thermometers for eight days in June, which are publish ed, bring to light a curious phenome non. While the external temperature showed the usual maxima in the after noon, the maxima in the interior of the tree were recorded at midnight and the minima at midday. Funds are now being raised to build an orphanage for the Christian denom ination In the south. When the South ern Chrstlan church met here last spring It was decided to build a home for orphans and the plans then adopt ed are now materializing. The location for the orphanage has not yet been se lected. Why should not Raleigh be the place? Lonnie Lawrence Dennis, the four year old child preacher, will Bpeak for the last time in Raleigh tonight at the second Baptist church, colored, corner of Blount and Cabarrus.
