For this reason it has been detcrm.netl
that practically all shall be signed.
The penalty provided in the ;aw is a
fine of $1,000 for each violation fOOO r,f

Senator Quay has the reputation of
'jeing an unscrupulous wire pulling poli
tician, but a Pennsylvania jury has ex
onerated him from a charge of swindling
the State. If the other charges against
him are also unfounded then there is no
reason why he should be any more ob
jectionable in the Senate than any other
Republican.
