He says "Expansion by occupancy stops at the border, yet, expansion by Influence has occurred In China under the command merit: 'Go ye into ail the world,' etc.. and we are compelled to support it with all our power and at great expense, with out the hope of reward or money. This demand justifies our course in China; the situation there is too serious to be managed by the President without the aul of Congress, and I am expecting a called session of Congress."
