Chowan River Basin Has Pollution Areas By CHARLES BOND State Stream Sanitation Com mittee of the State Board 0/ Health has completed a report on the Chowan River Basin pollution survey. The report is embodied in a 142-page booklet which contains information regarding existing pollution, sources of pollution, stream uses, pollution prevention measures now in effect, stream flows and so on together with pro posed classifications for the wat ers of the basin. HEARING DATE SET Ahoskie. — Public hearing concerning pollution of the Chowan River Basin waters and assignment of classifica tions to these waters will be at the Municipal Building in Ahos kie beginning at 10 a. m. De cember 6. E. C. Hubbard, executive sec retary of the State Stream San itation Committee of the State Board of Health, said waters to be considered for classification include the Chowan, the Meher rin rivers and their tributaries and all other waters within this portion of the Chowan River Drainage Basin which flow through or border on the coun ties of Northampton. Hertford, Gates. Chowan and Bertie. Persons desiring to be heard should give advance notice and have a written report at the hearing for the recdrds. at a dale lo be announced by the Stale Stream Sanitation Committee concerning the pol lution of the waters of the Cho wan River Basin and the pro posed classification. All persons interested in the problems relating to this river basin will be invited to attend the public hearing and urged, to present a'ny comments they have concerning the survey report or the suggested water classification. The survey was conducted dur ing 1953 in accordance with re quirements of General Statutes. The area considered and covered in the report is that portion of the Chowan River Basin within the State of North Carolina and the waters adjacent to its mouth down to a line the north end of the Norfolk Southern Railroad bridge across the sound, includ ing Edcnton Bay. The Chowan River, having its source in Vir ginia and draining into the west end of the Albemarle Sound in North Carolina has a total drain age area of 4.939 square miles in North Carolina and Virginia. The drainage area in North Carolina, including Edcnton Bay. is 1.202 miles. The estimated 1950 population of the Basin was 68,953 of which 10.968 or about 25 per cent reside in incorporated towns while 51,985 or 7a per cent live in the rural areas. Surface water uses in the Basin include industrial water supplies; bathing, boating and other forms of recreation; fish and wildlife propagation; agri culture. including livestock watering and irrigation; and waste disposal. There( are nine public water supplies within the Basin serving approximately 14,459 persons who use a million gallons per day. The 1950 census lists the population of these communities as 14,593. All public water supplies are de rived from wells. There are 25 points of signifi cant pollution within the Basin. These wastes consist of domes tic sewage, industrial wastes or combinations of both. The total estimated volume of wastes dis charged from these points (ex cluding wastes from commer cial fisheries) is 800,000 gallons per day of which approximate ly 93 per cent is domestic sew age and 7 per cent is industrial wastes. In addition to the domestic sew age and industrial wastes tribu tary to the waters of the Basin in North Carolina, the Blackwater, Nottaway and Meherrin Rivers, which drain a considerable area in Virginia, bring into the Cho wan River a combined pollution load equivalent to the raw sewage discharges from a population (P. E.) of’'50.980. This plus the com bined P. E. of domestic sewage and industrial waste in North Carolina of 15,633 results in a total loading of streams of a P. E. of 66,613. On a population equivalent (P. E.) basis, 80 per cent of the pollu tion originating in North Caro lina is derived from dotnestic sew age and 20 per cent from indus trial wastes. Treatment of these wastes, ranging from none to com plete treatment, reduces the pol lution load tributary to the Basin waters from a P. E. of 15,633 to a P. E. of 14,458, representing a re duction due to treatment of only about 8 per cent. About 61 per cent of the total volume of all liquid wastes, do mestic and industrial, originat ing in the Basin are discharged without treatment. The major portion of these wastes. 56 per cent, is contributed by the towns of Edenton and Mur freesboro where no treatment facilities are provided and by Ahoskie where approximately one-half of the domestic sew age and the industrial wastes from two small plants are dis charged raw into Ahoskie Creek. (One of two small pri mary treatment plants was not in service at the time of the survey.) Chowan College to Ask Baptists For $100,000 Loan for Dormitory Murfreesboro. — When North Carolina Baptists meet for their 125th annual session November 15-17 at Asheville, the convention will have for consideration a resolution adopted by the Chowan College Board of Trustees in spe cial session here. The resolution sets froth that the college must have more dorimitory space to expand and meet the needs of those asking admission. The constitution of the State Baptist Convention stipulates that only (he convention can approve ar.y borrowing beyond the subse quent fiscal year and that notice must be previously published. The resolution published in the Biblical Recorder asks authority of the convention for the trustees of the college to borrow up to $100,000 for erecting the second unit of a men's dormitory to con sist of 50 dormitory rooms and thus providing housing for an additional 100 men. The college asks ten years for repayment of the loan. equivalent of wastes discharged from Virginia into North Carolina is three times that originating in North Carolina, sewage and waste treatment plants are needed and should be provided in North Car olina as well as in Virginia. Among conclusions in the re port: There is adequate quantity of both ground and surface water to sustain reasonable industrial ex pansion, population growth, rec reational development, and for other legitimate uses provided a comprehensive water pollution control program is maintained. Surface waters are not exten sively damaged by pollution, how ever in some local areas, the water resources have been dam aged. Meherrin River in the vicin ity of Murfreesboro, Ahoskie Creek at Ahoskie, and Edenton Bay are being damaged by dis charges of raw sewage from Murfreesboro, Ahoskie, and Edenton. Municipal pollution from Win ton and Colerain are affecting recreational uses of Chowan Riv er at Tuscarora and Colerain beaches. The Blackvvater. Nottoway and Meherrin Rivers are discharging into North Carolina large quan tities of municipal and industrial wastes from Virginia. To insure the continued growth of population and in dustrial development, steps must be taken to reduce pres ent pollution and to insure that future polluters provide ade quate waste treatment. The commercial fish houses are polluting the waters around then establishments. These establish ments should take steps to mini mize their waste discharges. There are locations, especially adjoining the lower segment of the Chowan River, that provide excellent sites for industrial growth. Municipalities and industries should obtain or train personnel to study their waste disposal problems, and to determine necessary waste treatment fa cilities. Proposed classifications of the streams have been selected on the basis of present and foreseeable j future usage for which these wat- j ers must be protected in the inter- j est of tho public, therefore the! committee’s belief is that they j should be adopted.
