A mass-meeting of the citizens of Spray was held in Dunn's Hall Tues day as the first step towards a change in the police department. This meeting is in no way to be construed as a criticism of the personnel of the police as they now stand. It is simply a change In the method of conducting the department. There Is a provision in the law which created the Recorder's Court sfcr the township of Leaksville empow erlng the Recorder to appoint special police at ANY time that HE deems necessary, (A copy of this bill is on file In The Review office and is open to inspection by any one at any time.) There seems to have been a de mand on the part of the people that this power so vested in him be exer cised at this time. Judge Dunn being a man who de sires to do the will of the people at all times was present at the meeting and listened attentively as the mat ter was being discussed pro and con, He was called upon several times to explain the provisions of the law but outside of that he had no comment to make whatever. He feels that he is but an instrument in the hands of the people to be used as they deem best In a matter of this kind. On motion of Mr. Gwynn, Mr. Ow- en was made chairman of the meet ing, and Mr. Betts secretary. Mr. Owens called upon a number who spoke briefly upon the reason for the meeting. After a general dis cussion had taken place relative to thus centralizing the police power in the Recorder, a committee of five man were appointed to take up the question of securing funds for the payment of officers so appointed. The committee named Is: . Mr. Pace, Chairman -Mr. Lynch Mr, Clark Mr. Flynn Mr. Ray. Corporations and private citizens are now contributing to the support of the present police administration and under this proposed system the people who now contribute wouldl deposit a pro rata, part of the police fund with the treasurer of the Re- j corder's fund who is the Clerk of the Superior Court. The officers receive and thus it Is made possible for the officers to make a really good living and it would also make them more independent of priviate Interests and also of any criticisms that might arise from a supposed dependence upon them. The committee will meet later and render a report of their success In raising funds. A later meeting of the peoplel will then be calleld and further steps taken in the matter. A COMMUNITY LOSS. Mrs. C. A. Hodges, widow of the late W. T. Hodges has gone to the final resting place whence no travel er retumeth. The call came on Mon day, March 15, at one p. m. The Saturday night preceding she suffered a fall which directly occa sioned her death. The supposition is that she had a slight stroke of paraly sis or else a fainting spell. She nev er regained consciousness to the end. Mrs. Hodges was a woman of un usual activities and she leaves to mourn her loss a large famly, con sisting of one daughter and seven sons, 39 grandchildren and 48 great grandchildren. She was 76 years and four and one-half months of age when the summons arrived. Her life and deeds were one story of a life time of loving devotion to her family and her loss is keenly felt by those who wereo near and so dear to her. Her final resting place Is in the family cemetery near Liberty Mill beside her husband who preceded her by eight years. The funeral was held at her late residence and was conducted by Revs. Green and White of the Baptist church; and Rev. Farrington of the Spray Methodist church. 11 n Tonight! ' me ngni or a cnna to play is as fundamental as the rights of adults to labor and pursue happiness. , The child's play is it's labor and 'happiness combined the outward expression of a normal child's life. The infringement cf a child's right to play is dangerous. It leads to childteh mischief that may develop in to gang viciousness and infractions of the law. It is not enough to say to a child, "Thou shalt not play!" The child knows there Is no such commandment In the decalogue. The child Instinct ively rebels against attempts to re strict play and rebels rightfully.' The Y. M. C. A. playground is a public solution. It does for the child of the Spray streets what is done for the child on the farm by nature. Chil dren go to It from a distance Just to be able to play without having some one say don't and it places at the child's disposal clean, healthful, legal means for play. The word "don't" is the wet blanket that kills the happiness of childhood when said unjustly. The Y. M. C. A. should be only one of two or three play grounds for the kiddies here. There are children here who are 'little mothers and fathers when the parents are at work. They can't spare or find the time to go all the way to the Y. M. C. A. play grounds. This means the streets. Goodness knows that there are plea ty of vacant grounds here and there that for a mighty little sum of money could be equipped with swing bars teeters and otner things that are dear to the childish heart , The Review reporter has for some years In other places been writing ar ticles In favor of play grounds and re sults have been produced In some in stances.": We believe with a little united work that a real foundation for complete system of play grounds can be 1M here in the twin cities.
