"Allow me to state my unqual ified conviction that history and the souls of every man. woman and child whose lives will be lost in the threatened war will hold us and all of us accountable should we omit any appeal for its prevention." London, Sept. 27—The entire British navy was ordered mob ilized tonight and a ."state of emergency" was decreed for the nation on a call by Prime Min ister Chamberlain for the empire to prepare for war—if fight it must. LETTER TELLS OF HORROR IN CHINA Mrs. Eph Whisenhunt of this city, received on Sunday four letters dating from July 2 to Au gust 20th, from her parents. Rev. and Mrs. Wesley Lawton of Ru ling, China. Excerpts from the letters, showing the horrors of war, follow: "The enemy is seven miles dis tant, encircling the mountains. Rice and flour cannot be obtain ed anywhere and eggs are 26c apiece; planes flying overhead daily, often in formation of 12; the morning of the 20th an ex plosion next door, pieces of shrap nel were found, one woman wounded. "Ten cases of cholera were dis covered and the health authori ties forbade all raw fruits and vegetables as the cholera germ lives in raw foodstuffs. One thousand refugees arrived after they had been living on bark and roots for a week. The city fed them two days and sent them on; it will take them a week to walk to the next town and many will fall by the wayside. "Men killing men is bad enough, but slow starvation of in nocent women and children and ravages made upon them are some of the grosser horrors of war." Mrs. Whisenhunt has often been unable to hear from her parents, who are missionaries to China, for months, since the out break of the war between China and Japan.
