Dliuiam, July 0. The negroes here are circulating a secret circular which is causing considerable comment. Your correspondent saw a cony ot it this KarNo. l, om It is headed "Special Oir ce of the Editor of the News, Durham, N. and was as fol lows: "Dear Sir: On every hand can be plainly seen that the time has come for the negro to act for himself in all mat ters pertaining to hi3 social, moral, financial and political rights, and not be led by a set of unscrupulous indiviu uals. We must act and nerve ourselves for the great battles that will soon con front us. The negro, as a race, has long been dormant, and has done noth ing towards asserting his independence. We can never rise in the scale of pro gress as long as such is the case." It then goes on to explain that a meet ing has been recently held in Raleigh and plans formulated "for the ad vancement and unison of the negro along all lines, so as to put them in a position to demand recognitior-every where. The parties to whom the cir culars are sent are urged to organize clubs everywhere and report names of officers and members to the secretary, Dr. James E. Shepard, of Durham. It also states, that a meeting of delegates from the whole State will be called to meet in Raleigh late in September, when more decided steps will, it is sup posed, be taken. The circular closes thus: "Get down to work and be ready to figlt. The negro must shake olf his lethargy and rise, i'or further infor rcation and instruction address the sec retary. Latta is one of the editors of the News, a negro weekly published here, which has had considerable to say ever since the manager of the opera house here refused to allow negroes on the lower floor of the hall at a performance given by Blind Tom. What is up is hard to tell, but it is certain that one aim of the movement is to dominate the Republican party in the State, or fail ing to accomplish that to inaugurate independent political action on the part of the blacks. Rev. W. H. Daub, pastor of the Main Street M. E. church, and his family are spending the vacation given the pastor by bis congregation at jviount vernon Springs. Miss St. Johns, of Fred- ericksbnrg, Va., is visiting the family of Rev. u. li. Turnbull. A -negro boy stole & watch and $31 from a white man who was asleep in one ot the warehouse lots here to-day. A white man by the name of Joe M. Johnson walked into the store of Mr. E. W. G. Fisher this morning and attempted suicide by swallowing a quantity of laudanum. He had been drinking. The Populists were disturbed last night al their meeting in Odd Fellows' Hall, where they had gathered to con fer without the consent, or knowledge of, those in charge. Wadescoko, July C.Fred' Gray, the 2-year-old son of Dr. W. F. Gray, fell yesterday and. broke his arm. The wound is painful but not serious. The little fellow is resting easy to-day.
