Marriage notices, death notices and funeral notices are published in this paper free of charge. The new House of Commons in Japan is to be composed of 300 members, and the right of suffrage is to be exercised by all men 25 years old who pay an annual tax of $3$. These requirements are more exact ing than those heretofore fixed lor electors who are entitled to vote for members of the city and prefectural assemblies that determine the local tax rates. In the case of those electors the voting age has been 20 years and the land tax limit about $5. There were nearly 1,700,000 such voters in 1 S84. By the terms of the new Constitution there will also be established a House ol Peers under conditions that will permit it to be controlled by the Mikado, for while some members are to be elected, those remaining, and proba bly a majority, are either to be nominated bv the Mikado or to obtain seats by inheritance. It could not have been expected that the present ruler and his immediate supporters would turn over the whole thing to the people at one stroke. The change will be sufficiently abrupt under the conditions marked out, and it is probable that the privileges conferred will be all that the people are prepared to use intelligently. But from every point of view it is a very remarkable undertaking, and the experience of Japan under the operation of this Constitution will be studied with deep interest by all civilized nations. People who have thought that "Robert Elsmere" Vas not an attack upon Christianity and was innocent reading, will probably be surprised to read the following in a special cable to the Washington Star: "Mrs. Ward has received 2,000 pounds from the sale of 'Robert Elsmere.' She plumes herself that she has given the heaviest blow to Christianity it ha3 received in this century." SUIT An unpleasant story of the perse cution of two American physicians at Panama, has come to light at Al bany, New York, through a letter received from one of them, Dr. Charles H. Utter, of Albany; the other. Dr. H. J. Purdy, of Seneca Falls, having died from yellow fever contracted in prison on the Isthmus. Dr. L'tter's statement is, in brief, that a man having died at Panama, soon after taking some medicine pre scribed for him by Dr. Purdy, both Dr. Purdy and himself were arrested and imprisoned oa the charge of poisoning their patient, although they established their innocence by drinking, in the presence of the al caide, r. portion of the medicine they had prescribed. The cost of keeping up fire com panies is about $25,000,000 yearly, and the cost of fire insurance com panies is $65,000,000. Total from $180,000 000 to $200,000,000.
