The Bureau of V'ital ytatistics is a
ooinparatively recent addition to tho
machinery of the Hoard ot Health
having lH“on put into operation the
trst of the year. It is one of tht-
Biost important and useful bureaus in
liie entire State. The purposes of
liiis llureau is to keep au accurate
li.st of the births and deaths occurlng
in the State. The records kept by
this Hureau are of use to almost every-
•ne at some time or other, especially
in matters requiring exact dates and
other information not ordlnarly kepr.
1 y means of this bureau we are able to
rietermine the death rate and birtn
rate for the State. In legal matters
such statistics very often are of ex-
t rt^me importance for they furnish re
liable and complete information.
Below we give the number of births
and deaths reported stnce the Bureau
has been in force.
There were 100 births reported up
to October 10 of which 6G were whito

Washington, Nov 2—Statistics have
been gathered which show that over
five billions In American railroad
stocks and bonds are held abroad. In
response to inquiries directed to Amor
loan roads, replies have been receivoil
from 114, and estimating from tht*
figures quoted, which were based by
the roads on the dividend checks, th'’
round figures of five billions were
reached.
Tho importance of this fact at Ihis
time is that these Immense foreign
holdings from the stumbling block to
the reopening of the security ex
changes, except with restrictions to
prevent free and open trading.
Foreigners in the troubled zone
not only find difficulty in liquidatinR
their own securities,, but they must
accept most severe reductions In
values. Naturally, in order to obtain
funds they will sell that upon which
the sarlflce is the least; where the
best price may be realized. American
stocks and bonds, if the market was
wide open, would come over in vast
r,!iantities.
