A Tie threw a bombshell iuto that body on after it convened by offer ing a resolution impeaching Thomas V. liavn-d. ex-Secretary of State and now United States Ambassador to the OoiYrt. of St.. James, for high crimes ftiul BiisuemeanOTaVV The grounds advanced in the re solution were the utterances of Mr. Bayard delivered " before the Edin burgh, Scotland, Philosophical In stitute, November 7. In this speech Mr. Bayard spoke of "Protection' As a form of "State socialise," and said it had done, more to "foster class legislation," "breed inequali ty," . "corrupt public life," "lower the tone of national representation" 'blind the nublic conscience," "cre ate false standards," "divorce ethics from politics,'' than any other n glo causo - ; " Such reflections on the govern sient by a United Stotea before a foreign audience,' " the resolution recited, were in serious disregard of bis proprieties and obligations and calculated to injure our national reputation. It concluded by instruc ting the foreign affairs committee which was empowered to send for persons and papers,, to investigate ai report "by impeachment or otherwise." '--' Mr. Barrett's resolution had been preceded by one of his colleague's Mr. McCall,(MasBachnBetts) in a mil- der tone, " Mr. McCall's resolution went down before an (objection and then it was that Mr. Barrett sprang his impeachment resolution as constituting it question of privi lege. Mr. Crisp, the leader of the mino rity, made an unavailing attempt to contest the privilege nature ol tne resolution. Speaker Keed. overruled lift point of order and the reeolu . tion was thrown into the arena of debate, where it remained for three hours. : n The Republicans took the posi tion that Mr. Bayard's speech con stituted an offense againat the coun try that called for a stern rebuke, if not nis reoau. The Democrats took the position that Mr, Bayard's utterances did not by any stretch of the imagination constitute grounds for impeach ment. Mr. Turner '(Georgia) ap plauded, them and asserted that the; were not even a breach of pro priety. He took the position that the resolution was largely "buncom be" to give the ,, Republicans an op portunity to air their protection views. ; Those who took part in the de bate were Messrs. Barretts; Massach usetts; ' Dingley, Maine; Grow, Pennsylvania; Hitt," Illinois; Can non, Illinois (Republicans); and Messrs. Crisp, Georgia; McCreary, Kentucky; Money, Mississippi; and Turner, Georgia (Democrats). Mr. Hitt, who will ' be chairman of the foreign affairs ooramittee, advised Mr. Barrott to amend the resolution so as to strike out the words instructing the committee to "report by impeach men t or other wise," and this was finally done, Mr. Crisp moved to refer the resolution to the judiciary committee, which boing defeated by a striot party wte, 90 to 207, the Democrats con touted themselves with simply vot ing viva voce against the resolution, which was adontcd without dm Sioll. ...,Vj - !'' n. - r-V '.V,,' SOLD FOR 61XTT MILLI058, Sale of the Atchison, Topeka and Santa Feat Habile A aetlet. i Topeka, Kan., Deo. 10..
