McKlnley and who previous to thi holiday recess of Congress were ninonp the most peraistent advocates of immedi ate action by Congress in behalf of Cuba, re now counselling delay and pointing out reasons therefor. If Representative Honey, of Mississippi, who has returned from his trip of personal investigation t Cuba, made any important discoveries, he Is carefully concealing them. One ol his friends says he will tell hat hi learned In Cub in a speech, but when asked about 'It, Mr. Money declined to either confirm or deny it. . When the advocate of any idea doet something to get that idea laughed at ha does it irreparablc'lnjury, and that h about what Senator Mills lias done bj his latest Cuban resolution, upon which he today made an unusually strong and able speech. Senator Mills Isn't addicted to the habit of joking upon serious eut jects. and it is certain that when he wrote that Cuban resolution he had no intention to make anybody laugh. All the same he has done so, and the laugh ter eonUnues, in spile of his serlout speech, and may prove a more powerful factor than argument in causing - the whole Cuban question to be shehed foi 4 time. Th Mills resolution recognizes the independence of Cuba, and declares that the President should act in harmony with Congress, but the humor lies iu its tall. Which provides that a Minister to Cuba shall be appointed and approprl tea 110,000 to pay his salary and expen- sea. Bo far as known, the only capital the Cuban Junta has established is in the saddle and the most persistent offlee- 'leeker would hardly care to be minister at such a capital. 1 f Everybody U talking about the per sonal attack made on Mr. W.
