C, March R.i The new administration, probably real izing the impossibility of doing any work until the edge has been taken on of the living wedge ot office seekers of the largest class men who are after the places not coveted by civil service rules- is taking things as leisurely as possible. Today the new members of the Cabinet are for the first time all in their offices, but, like President McKlniey, they are devoting their time to visitors nnd not to work - The holding of a caucus by republican Senators, ostensibly for the puiposcol electing Senator Allison Chairman of the caucus in place of John Sherman, but really to consider the advisability of at tempting to fill the Committee vacancies has stirred up the silver Senators to fevei heat, and if men like Senator Teller can have their way, the republicans not onlj will not be allowed to take their choice of the existing committee vacancies, but will loose all the important Committee Chairmanships they now hold. The silver senators, populists, republicans and Democrats combined, are a majority. and if they can be induced to vote to gether, it will be an easy matter to reor ganize the Senate committees ami put the control of all the' important ones in the hands of the silver men. Should this be done it would not necessarily Imply that the tariff bill would lie in danger, as a number of silver Senator have pledged therr selves not to not agon ize that measure, but it would in numer- 1 1 ous other ways beunr leasnnt for the new administration. Now that Senator llannn, who Chairman of the republican National Committee, occupies a sent adjoining that of Senator Butler, v. ho is Chairman if the Populist National Committee, n lias liecn jokingly suggested that Senator lones, of Arkansas, . who is Chairman of he Democratic National Committee mould move his sent alongside ol those of the other Chairmen, so that when hlngii get dull, the trio could r.inuse themselves exchanging campaign ex periences.
