Chairman Dingley pre pared the majority report on this meas ure and made the opening speech in thi debate, and Representative Bailey ol fexas will submit the report of the mi Qority. Mr. Dingley says that If the bill oecomes a law by May lt, ho expect the revenue under it for the first year to bt (75,000,000. If it is not enacted unti. July 1st, he says the government will loose at least 15,000,000 of the revenut is speculators will import large quanti ties of goods on which it is proposed U increase the duties, Mr. Dingley in hit report declares It to be the "imperative iuty of Congress to so adjust duties as tc secure the needed revenue to carry oi the government and to better protect thi industnes which have suffered the past three years from unequal foreign compe tition."
