"It is evident that the General Assem bly, by saying, "Every person, firm, company or corporation; meant that this tax should apply to all drummerj alike, both foreign and resident. But as l he Supreme Courts, both National and State have decided that a State can not tax foreign drummers, therefore this section is inoperative and void as applied to foreign drummers. It is further evident that as the section was intended to apply to all drummers alike, and cannot apply to foreign drummers, it should not, and cannot justly apply to- resident . drynv itiers.
